Works to recruit and maintain existing Texas Rising Star providers. Provide guidance, training and mentoring to providers in order for them to obtain their initial TRS certification, maintain current certifications or achieve a higher level of certification. Monitors child care providers to ensure compliance with contractual regulations and provide technical assistance as needed. Performs monitoring to ensure Child Care sub-recipient follows policies, procedures, regulations of local, state and federal guidelines.ESSENTIAL JOB FUNCTIONS: Promote the expansion and improvement of TRS providers in the WFSDET 12-county region by working in close coordination with the Child Care sub-recipient, co-workers and community partners to recruit child care center directors who are not TRS certified providers.Mentor child care providers to increase the number of certified of TRS providers, including sharing best practices in early childhood education, observations, and assessments.Identify steps current TRS providers can take in order to maintain or increase their TRS levels of certification.Conducts training on TRS requirements and the minimum standards of Texas child care licensing.Assist in developing instructional materials, training certificates, sign-in sheets and evaluations for workshops/training given to directors, assistant directors and provider staff.Visits child care centers/providers to outreach, mentor, and provide child care resources including developmentally appropriate books, materials and equipment to TRS certified and applicant providers.Provide required on-site hours per child care provider per month until TRS certification is obtained.Conducts monitoring of provider files to ensure compliance with contractual regulations, and provides technical assistance as needed for Texas Rising Star certification compliance and progress.Monitor client files to ensure that the contractor is following regulations, rules, policy and proceduresCreate a plan consisting of goals and expectations for providers to follow until TRS certification is achieved.Ensure child care providers meet TRS certification requirements by guiding the potential TRS providers through the phases of TRS certification and final TRS certification.Plans and prepares reports, manuals, and publications.Communicates agency objectives, tasks, and decisions to Board members, training provider, child care providers, the public and staff on Workforce Board.Assist in the planning, procurement, and implementation of Child Care services and special projectsProvide technical assistance to the Child Care contractor as needed in absence of Child Care CoordinatorPrepare and present speeches and slide shows, conduct meetings: train other workforce staff, participate in conferences and provides advisory service to local, state and federal elected officials.Identifies and documents process improvement opportunities.Coordinates with Board and Child Care sub-recipient to ensure child care policies are developed and updated to meet federal and state regulations.Coordination with Child Care Coordinator in developing community partner contracts to ensure Local Match funding is obtained for the Deep East Texas region.Travel is required within region and limited overnight travel may be required to attend regional, state, or national conferences, workshops, meetings, or trainings.Represent Workforce Solutions Deep East Texas in a professional manner at all times.Performs other duties as assigned.
