About us The Department of Government Services (DGS), established on 1 January 2023, aims to enhance everyone''s experience of engaging with the Victorian government. The Victorian Government Library Service (VGLS) provides library services to eligible departments and agencies of the Victorian Public Service. About The Role The Subscriptions Librarian, part of the Collections and Technology team, manages VGLS subscriptions for eligible ACLS client departments and agencies. This encompasses Whole of Victorian Government, multi- and individual department subscriptions to electronic journals, eBooks, and online databases. Staff work partly from home under DGS''s Hybrid and Flexible working arrangements. The role is based at the Knowledge Resource Centre in Werribee, with some travel required. About You To be considered, you must demonstrate: An approved degree or diploma eligible for ALIA membership, with extensive experience in library serials and subscription management, focusing on end-user access and license compliance. Experience in evaluating, implementing, and licensing digital information resources, including procurement requirements. Knowledge of library subscription procurement, vendor relations, collection curation, and data analytics for licensing. Skills in licensing and copyright, including clauses on perpetual access, authorized users, privacy, inter-library loans, fair use, and license management. Understanding of licensing within Victorian Government procurement processes. Awareness of larger library issues like open access, copyright, and risk management. Recognition of international changes affecting publishers, technology, and government policies. Achievement orientation, self-motivation, initiative, and adaptability in a dynamic environment. Strong interpersonal and communication skills for professional documentation and stakeholder engagement. Project management skills with a track record of delivering outcomes. Proficiency with relevant library and information management software. Analytical, research, and problem-solving skills for system improvements. Mandatory Requirements Experience in Special, Government, or Academic Libraries is essential. Key Accountabilities Manage all aspects of journal, eBook, and database subscriptions, including procurement, contract management, renewals, claims, reporting, and usage analysis. Prepare annual resource quotations, allocate costs, and support the Whole of Victorian Government subscription project. Promote VGLS publication management to maximize shared purchasing and cost savings across departments. Collaborate with the ACLS Procurement team to negotiate licenses and contracts, ensuring compliance and seamless access for users, while managing financial processes related to serials and subscriptions.
