disabilities.About The OpportunityWe are seeking a highly motivated individual to fill the newly created Senior Coordinator Fire Safety and Regulation position within our Development Compliance and Regulation section on a permanent, full-time basis.This position plays a key role in providing effective leadership and supervision to the built form and development related regulatory functions of Council.The Purpose Of This Role IncludesSupervising and implementing Councils building fire safety audit programCoordinating the work of the 3 compliance teams (fire safety, development compliance and swimming pools) to ensure consistency across investigation and enforcement protocols and outcomesRepresenting Council in the local and Land and Environment CourtsDeveloping and implementing related policies, protocols and proceduresProviding specialist technical and legislative advice and support to internal customersProviding direct support to the Manager Development Compliance and RegulationSupervising the assessment of Building Information Certificate applicationsMentoring junior staff.EssentialQualifications and experienceDegree in Building Surveying or equivalentHold a current registration as a Building Surveyor Grade (unrestricted) under the Building and Development Certifiers Act 2018, or be able to demonstrate equivalenceExtensive experience in a compliance or similar role including knowledge of applicable legislation and regulations, including but not limited to the Environmental Planning & Assessment Act 1979 and Local Government Act 1993Understanding of Fire Safety functions within a local government context, including but not limited to the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021, Fire Safety Register, Fire Safety Referrals and Fire Safety SchedulesSound ability to assist the Manager Development Compliance and Regulation with the drafting of orders, briefs of evidence and statements of fact and contention for the purposes of relevant enforcement activities, prosecution and/or court proceedingsHigh-level understanding of penalty infringement processes including the issuing of fines and applicable processes involving the Office of State RevenueEffective computer skills including computer-based compliance software and applicationsDemonstrated ability to mentor and coach staff, impart technical knowledge and build the capacity of other staff members to deliver high quality work standards and outcomes within budget and specified time framesDemonstrated ability to undertake independent action within the context of applicable Council policies, procedures, operational plan, situational, legislative and regulatory frameworksHigh level oral and written communication skills with the ability to resolve disputes and liaise with internal and external customers and stakeholders at all levelsDemonstrated experience preparing detailed proposals, submissions, technical and reportsProven interpersonal, supervisory, leadership and staff management skills with an understanding and overall commitment to service improvementDemonstrated extensive understanding and knowledge of relevant legislation including, but limited to, the NSW Local Government Act 1993High level understanding of risk management principles associated with building compliance and fire safetyDemonstrated understanding of public sector organisational and commercial principles to reform business processes and identification of improvement opportunities within CouncilExperience in preparing, implementing and reviewing policies, procedures and protocolsCurrent class C drivers licenceNational Criminal Record Background Check.DesirablePostgraduate qualifications, certifications and/or equivalent industry experiences in one or more fields including, but not limited to, Building Compliance, Regulatory Services or Fire SafetyComprehensive knowledge of the National Construction Code/Building Code of Australia and relevant legislation/regulations, including but not limited to Building Compliance and Fire SafetyExperience investigating alleged breaches of legislation and/or regulations relevant to local governmentStrong investigation and analytical skills for the purposes of research, innovation and compliance process mappingExperience using IT systems relevant to local government including, but not limited to, Microsoft Office, HP Content Manager and TechnologyOneConstruction (White Card) or willingness to obtain.Remuneration And BenefitsThe salary and conditions of employment are in accordance with Blacktown City Councils Enterprise Agreement.Entry level for this position starts at $2,642.87 per week35-hour working weekLeaseback vehicleOpportunity to participate
