Senior Project Officer Resilience and DevelopmentSenior Project Officer Resilience and Development2 days ago Be among the first 25 applicantsThis is a Fixed Term back fill position with an end date of 22/06/2026*About The RoleThis is a Fixed Term back fill position with an end date of 22/06/2026*DTP is a control and support agency for a number of different types of emergencies including public transport, roads and maritime emergencies. This role supports the Manager Emergency Management Development, working across the transport sector to enhance its resilience, capability and capacity to respond to and learn from emergency events.This role is pivotal in the coordination of the Resilience Improvement Cycle (RIC) (Part 7A, Emergency Management Act 2013), and works across department portfolio areas to identify, monitor and develop programs to enhance the sectors ability to respond to major emergencies, including: DTPs Lessons Management program DTPs exercising program, including assisting the Departments regions in the coordination, development, project management and delivery of their annual exercise program.To access the Position Description, please click here.Position Outcomes / Accountabilities Coordinate the implementation of EM Development programs which identifies and implements a suite of flexible and adaptable activities across the sector to enhance EM capability, resilience and drive continuous improvement including Part 7A, lessons management and after-action reviews. Influence and oversight the Transport sector to ensure the relevant Ministers obligations under Part 7A of the Emergency Management Act 2013 and systems to record, brief and report on compliance of the Resilience Improvement Cycle are met. Support the coordination and implementation of the Exercising and Lesson Management Frameworks to continue the enhancement of the Departments and operators emergency management approach, capability and capacity. Collaborate closely with and support the regions, portfolio areas and operators to develop integrated and improved emergency management capability and capacity, through the development, implementation and evaluation of exercises, lessons identified and other initiatives. Influence and manage strong relationships and trust through establishing open communication and mechanisms for providing constructive feedback and providing strategic advice, support and coaching to internal and transport sector stakeholders on emergency management including the Sector Resilience Network. Support team members and contribute to the broader outcomes of the Resilience and Emergency Coordination branch. Promote and support safe, inclusive and flexible team operations. In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilitiesKey Selection CriteriaTo be successful in this role, the ideal candidate will actively contribute to the development and improvement of emergency management strategies, represent the agency in sector-wide discussions, and effectively navigate complex governance environments. They will excel in stakeholder engagement by identifying shared priorities, understanding organizational dynamics, and building strong, outcome-focused partnerships. Additionally, they will deliver projects efficiently, solve problems using critical thinking within the broader business context, and foster collaboration through co-creation and trust-building practices.Personal AttributesOn a personal level, the candidate will be a collaborative leader who fosters a culture of teamwork, actively breaks down barriers to information sharing, and seeks cross-team opportunities to enhance outcomes. They will also be purpose-driven, aligning team efforts with the broader strategic goals and clearly connecting daily work to its impact on the community.Qualifications And ExperienceMandatory Demonstrated experience in planning, directing and evaluating single and multi-agency exercises in accordance with the Australian Institute for Disaster Resilience Handbook and in accordance with relevant standards (including ISO 31000). Demonstrated experience in the design and development of high-quality materials to support organisational initiatives, including the preparation of evaluation reports.Desirable Nationally recognised units of competence relating to design, management and evaluation of emergency management exercises highly desirable.
