Fixed term until June 30th 2027.About IBAC the Independent Broad-Based Anti-Corruption Commission, VictoriaIBAC is Victorias independent anti-corruption agency responsible for preventing and exposing public sector corruption and police misconduct. We do this by investigating serious corruption and police misconduct; and informing the public sector, police and the community about the risks and impacts of corruption and police misconduct, and ways in which it can be prevented. Our jurisdiction covers state and local government, police, parliament, and the judiciary.IBACs work is challenging we expose public sector corruption and police misconduct and theyre serious issues. Our values are embedded in our ways of working, dealing with Government agencies, the community, and our colleagues.We Lead by Example, Act Impartially, Work Together, Behave with Respect, Strive for Excellence.The new roleThis is an outstanding Public Sector opportunity for an experienced people leader to lead the Complaint and Assessment Services (CAS) team at a critical time in IBACs journey to significantly improve CAS service delivery. The ideal candidate will be able to design successful transformation while maintaining a people-first leadership approach. A newly established role, the Executive Director for CAS reports to the Chief Executive Officer with the following responsibilities: Provide strategic guidance and oversight of the CAS Division, including designing and leading a complex transformation program to optimise service delivery not just implementing change but creating the systems and processes that drive it. This will include managing the newly appointed Project Manager and Change Manager for this transformation. Oversee and lead the assessment of complaints and notifications of serious corrupt conduct in the Victorian public sector and corrupt conduct and/or Victorian police misconduct, ensuring a human-focused lens with the people who make complaints. Ensure resources are appropriately allocated to achieve service delivery targets and meet business unit objectives. Lead, motivate and empower managers and high performing teams across the division with integrity, resilience and empathy, to build internal capability and capacity to assess complaints into alleged corruption and misconduct. Ensure all statutory requirements are met including IBACs monitoring and reporting functions and responsibilities. Contribute to the overall executive leadership, corporate culture, and strategic direction of IBAC as a member of the executive leadership team. Lead a culture of continuous improvement by implementing systematic processes and feedback loops that enhance efficiency, drive innovation, and ensure sustainable long-term success. Regularly interact, liaise, and engage with the CEO and Commissioner as well as external stakeholders and senior executives from other government departments and agencies.Experience and capabilities Relevant senior level experience, including experience in the government and/or the integrity or regulatory sectors of a similar scope. The role has around 30 staff including a Director and 3 Managers. Strategic understanding of complaints management, service delivery, regulatory, and/or legislative processes gained in the public sector or private sector senior management. The experience does not necessarily need to be in the Victorian public sector. The ability to design and implement business plans and strategies to achieve significant improvements across systems, processes and capabilities.
