This Expression of Interest is up to 3 monthsAbout usThe Department of Government Services (DGS) was established on 1 January 2023 to improve everyone''s experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.About the roleThe Manager, Operation is responsble for the daily management of the operations of the WSU. This role requires effectib=ce strategic and operational focussed leader that can work in a dynamic, complex and time sensitive environment.Key AccountabilitiesLead both the effective and efficient performance as well as strategic and continuous improvement of the operations of the Worker Screening Unit (WSU) to achieve operational excellence.Lead the development and maintenance of effective working relationships with key internal and external stakeholder groups and negotiate with and influence stakeholders to achieve program objectives.Provide high level advice and leadership to the Executive Leadership Team and Operational Management Leadership Team to achieve organisational objectives and demonstrate clear actions and behaviours of commitment to creating a culture of service, performance, and operational excellence.Lead, coach, engage and effectively delegate to Operational Management staff to enhance their capability to ensure achievement of business objectives, build succession planning and support staff career aspirations.Identify emerging complex or highly sensitive issues, risks and trends impacting on the successful achievement of the organisation''s objectives and priorities and develop innovative options and solutions.Contribute to the overall strategy and direction of the organisation, the delivery of priorities, and to building a high performing workforce that is safety and wellbeing focussed, service-orientated, collaborative, innovative, professional and engaged.Lead the strategic development and business planning for Operational Management and actively contribute to development and planning activities for the broader WSU.Formally represent the Worker Screening Unit (WSU) and deputise for the Director as required.Extensive experience in leading and improving operational systems and building a culture of business excellence within a dynamic and complex environment;Demonstrated excellence in people management and leadership across multiple business functions;Experience working at a senior level supporting ministerial and departmental executive functions, Parliamentary and departmental processes, and;Proven ability to perform effectively under pressure in a dynamic, multifaceted environment.Resilience: Creates a climate which encourages and supports openness, persistence and genuine debate around critical issues. Provides sound explanation and argument for agreed positions.Flexibility and Adaptability: Works to find new ways to deliver outcomes; recognises the merits of different options and acts accordingly; has courage to alter strategies in situations when there are clear indications that existing strategy may not deliver the best outcome; where significant amount of effort or investment has been put in.
