This role will sit at the centre of one of the most significant and people-focused initiatives in Australias regional diplomacy and immigration framework The Pacific Engagement Visa.PEV is a new permanent migration program introduced by the Australian Government to strengthen regional ties by offering up to 3,000 nationals from Pacific Island countries and Timor-Leste the opportunity to live, work, and settle in Australia each year. ICON was appointed in 2024 to lead the establishment and ongoing management of the support service.You will oversee the delivery of multi-channel communications and stakeholder engagement, pre-departure and employment support services aligned with federal government outcomes. Youll bring deep expertise in program management, balancing strategy, delivery, and stakeholder alignment, and a genuine understanding of how to navigate complex government programs with cultural nuance, care, and precision.Offering an exciting and purpose-driven career move, this role is flexible and can be based in Australia or at one of our Pacific hub offices.Hours are flexible, this role can be shaped as either a 4 or 5 days a week.Key ResponsibilitiesManage end-to-end program planning and delivery of the PEV initiative, ensuring alignment with government objectives and contractual milestones.Manage a portfolio of interrelated project streams (communications, in-country service delivery, stakeholder engagement, content creation and social media, reporting, pre-departure briefings and employment connections services) and coordinate delivery teams.Manage budgets, risk management, reporting, and governance requirements in line with DFAT standards.Build and maintain trusted relationships with consortium partners, contractors, government clients (e.g. DFAT and DHA), Pacific stakeholders, and ICON internal cross-functional teams.Ensure culturally respectful and inclusive delivery of program outputs, particularly for Pacific audiences.Monitor and report on performance and impact metrics, and lead continuous improvement initiatives across the program lifecycle.Manage program reporting, quality assurance and compliance.Key RequirementsMinimum 710 years of program or senior project management experience for the Australian Government (State or Federal) managing complex, large-scale programs.Experience working in the Department of Foreign Affairs and/or the Department of Home Affairs is preferred.Demonstrated experience managing federal government programs or contracts, preferably in immigration, multicultural affairs, or regional engagement.Exceptional stakeholder engagement, leadership, and communication skills.Strong understanding of project governance, risk, reporting and budget management and frameworks (preferably Agile/PRINCE2/PMBOK).Culturally competent, with lived experience or demonstrated understanding of working respectfully with Pacific Islander communities and/or the Pacific diaspora in AustraliaAdditional experience in agency or consultancy environments is a plus.Why ICON?ICON is one of Australias leading independent creative communication agencies, blending creative, digital, and strategic communications services for government and purpose-led corporate clients nationally and across the Asia-Pacific region.
