Add expected salary to your profile for insightsAbout usThe Department of Government Services (DGS) works to improve everyone''s experience of doing business and interacting with the Victorian government.We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.About the roleThe role is a unique opportunity to contribute to the development and delivery of efficient and effective shared services for Government which strengthen departmental decision-making and support strong risk management and assurance.Managing a small team, the Manager of Strategic Audit and Assurance will develop and execute strategies to deliver a suitable assurance framework for DGS and its customers in line with the Standing Directions 2018 requirements.Working in partnership across DGS this role will lead the development of a suitable assurance model for DGS that addresses the DGS and its customer risks and providing critical assurances around DGS and its customers'' controls.This role will also be responsible for leading a comprehensive audit assurance program from the appointment and management of an internal audit provider and for driving improved connection between assurance management and the risk management strategy..This role will also be a trusted strategic adviser that will support the effective management of the DGS and customer Audit Committees by overseeing the Committee Secretariat function.About youTo be considered for the role, you must be able to demonstrate that you can:Work to find new ways to deliver outcomes; recognises the merits of different options and acts; accordingly, has courage to alter strategies in situations when there are clear indications of existing strategy may not deliver the best outcomeBuild strong commitment of others towards continued personal development.Establishes mechanisms that enable communication of honest and constructive feedback at all levels.Guides others through the strategic planning process, creating a shared vision for the future.Has a comprehensive understanding of external and internal issues that influence the strategic direction of the organisation.Ensures that overall strategic plan cascades to operational and team planning processes and performance plansConsiders a broad range of topics (beyond immediate area of work), works across government and at senior levels to develop and deliver sustainable solutions.Builds relationships at senior levels; acts a convenor between teams and departments to build collaboration.Champions people engagement as an organisational priority; provides thought leadership on people management across the service.Mandatory requirementsStrong understanding of relevant legislation and standards governing risk and audit including the International Internal Auditing Standards and Standing Directions audit requirements.Key accountabilitiesLead the internal audit programs of DGS and its customers to provide three-year risk-based internal audit program, leading the coordination of annual engagement with senior executive leadership teams, management of the internal audit programs, processes and budget and management and appointment and review of internal auditors.Provide leadership to a small team, including identifying opportunities for process improvement, managing workload allocation, supervision, and contributing to staff development and effectiveness.Lead DGS and its customers assurance program including the development, uplift and implementation of a strategic assurance framework, covering audit and assurance of audit recommendations..Develop strategic direction and responses for DGS and its customers in relation to a range to audit and assurance and other priority areas as they emerge. Prepare high quality advice and briefings for DGS or customers Secretaries; executives; audit committees and other governance forums.Lead liaison with internal and external auditors and provide expert advice, coordination and support to business within the department being audited and coordinate engagement and reporting.Proactively build and maintain positive relationships with key internal stakeholders through risk management and assurance advice and guidance and applying specialist knowledge to uplift stakeholder understanding.Contribute to the leadership, positive culture and continuous improvement of the Risk and Audit Services branch.
