About the roleThe Manager Capital Delivery plays a pivotal leadership role in shaping and delivering the Citys infrastructure capital works program. This includes overseeing strategic planning, budgeting, phasing, prioritisation, and execution to ensure transparent governance. The role ensures alignment with community needs, Councillor priorities, and the City''s strategic direction, all within financial parameters. Accountable for performance, risk, and return on investment across a diverse portfolioincluding new initiatives, government-funded projects, DCP projects, renewals, design, and community grantsthe Manager provides strategic oversight and drives a culture of project delivery excellence. This role works in close partnership with the Corporate PMO to ensure adherence to standardised governance and foster a high-performing, consistent project management approach across the organisation.Key responsibilities include:Provide strategic leadership of the Capital Delivery department, setting a clear vision and ensuring alignment with the City''s strategic goals and long-term infrastructure roadmap.Lead the development, prioritisation and governance of the capital works program, ensuring projects are delivered on time, within budget and to community satisfaction.Build and lead a high-performing, customer-focused team by coaching, mentoring and fostering a culture of accountability, continuous improvement, and professional growth.Collaborate with internal leaders, Councillors and stakeholders to guide infrastructure planning, delivery, and decision-making, balancing community needs and strategic priorities.Work closely with the Corporate PMO to implement and uphold consistent project management and governance frameworks across the capital works portfolio.Ensure financial sustainability by managing departmental budgets, tracking performance, and overseeing benefits realisation and risk management across all projects.Drive innovation in infrastructure delivery through data-driven decision making, process improvement, and leveraging technology to enhance project outcomes.Represent the City in engagements with Councillors, community members, funding bodies, contractors, and external partners, maintaining strong relationships and clear communication.About youTo be successful in the role, you will have a relevant tertiary qualification and bring extensive senior leadership experience in delivering major infrastructure programs, ideally within the public or local government sector. You are a proven leader of high-performing project teams with deep expertise in managing complex capital works from strategy through to execution.Demonstrated ability to lead, influence and motivate multi-disciplinary teams while fostering a positive, high-performance culture.Strong strategic thinking and innovative problem-solving skills, with a proven track record of delivering outcomes in complex environments.Skilled in leading change and driving business improvements with adaptability and resilience.Extensive experience in planning, managing and delivering major building and/or civil infrastructure projects.Expert knowledge of relevant regulations, standards, policies and legislation, with the ability to ensure compliance and provide accurate, practical advice to stakeholders.Proven ability in strategic planning, budgeting, resource management and reporting aligned to organisational goals and KPIs.Excellent communication and stakeholder engagement skills, including negotiation, presenting and building strong industry partnerships.Preferred candidates will be required to undergo a National Police Check and a pre-employment medical assessment as part of the recruitment process (funded by the City).If this sounds like the role for you, then click apply now!Child Safety ResponsibilitiesWe are committed to being a child-safe organisation and have zero-tolerance for child abuse.
