Job Description

The Deputy Finance Director supports the Finance Director in leading and managing all core financial operations of the City, including budgeting, accounting, payroll, banking, and audit coordination. This position is responsible for preparing the Citys cost allocation study, reconciling bank accounts, reviewing financial transactions, and ensuring accurate posting to the general ledger. It plays a key role in audit preparation, personnel cost analysis, insurance claim management, and financial policy development. The Deputy also serves as a backup to multiple Finance staff roles and represents the Finance Director in meetings and presentations when necessary. In the absence of the Finance Director, the Deputy Finance Director assumes supervisory responsibility for all positions within the Finance Department.Pay range: $93,000 to $110,000 per yearDuties and ResponsibilitiesSupports and assists the Finance Director in overall leadership and management of the Finance Department.Prepares and updates annual cost allocation study including all calculations and associated reports; collaborates with all City departments for cost allocation inputs and parameters.Reviews the calculations and posting of all reports and financial transactions to the City bank accounts and financial system general ledger.Reviews the reconciliations, approvals, and coding of monthly purchasing card transactions and serves as a backup purchasing card administrator.Reviews and approves PO requests, invoices, and other expenses for the weekly AP check run.Posts approved budget transfer requests and City Council approved budget supplementals to the financial system general ledger.Reviews and approves final payroll before it is completed, updated, and disbursed.Completes monthly and annual reconciliation of all City bank accounts including cleared checks, department deposits, and electronic payments.Serves as a backup for the review, approval, and posting of daily cash receipt deposits to general ledger.Files all property/casualty insurance claims against the City and assists with final approval/denial of all claims; serves as the primary contact for insurance company and provide reports and pictures to insurance reps for each claim.Prepares and posts all necessary audit adjusting journal entries, audit related paperwork (including confirmation letters, financial schedules, fund balance worksheets, single audit, etc.); coordinates interim and full field work with external auditors; prepares stat tables for ACFR and closes out previous year.Calculates and prepares all personnel salary and benefit costs for the annual budget for the entire City.Attends meetings for the Finance Director when he/she is unable to attend meetings.Assists the Finance Director and City Manager with development of Budget and Financial policy.Assists the Finance Director with the Citys debt issuance.Assists the Finance Director with City Council presentations, agenda items, and work sessions as needed.Serves as a backup for user access and workflow requests within all financial software modules.Assists with preparation of all City departmental operating and capital budgets and enters the final approved budget into the financial software.Establishes and maintains effective working relationships with citizens and co-workers.Prepares and files all annual reports with appropriate external agencies.Serves as a backup to all Finance positions including the Budget Analyst, Accountant, Payroll Technician, and Accounting Clerk positions.Performs other duties and special projects as requested by supervisor.In the absence of the Finance Director, the Deputy Finance Director is directly responsible for other Finance Department positions. In this capacity, the Deputy Finance Director will be responsible for the direction, welfare, discipline, development, hiring, and separations of all subordinate positions assigned to this position. Additionally, the Deputy Finance Director is responsible for the budget, expenditures, and resource management associated with this position.The Deputy Finance Director works in a fast-paced, professional office environment with frequent deadlines, analytical tasks, and high levels of interdepartmental coordination. The position requires prolonged periods of sitting, extensive use of computers, and frequent interaction via phone, email, and virtual platforms. Occasional attendance at evening City Council meetings, budget hearings, or departmental presentations may be required. The role involves handling sensitive financial data and requires discretion, accuracy, and sustained focus. While physical exertion is minimal, the position may require occasional lifting of boxes or materials.RequirementsQualificationsRequires a Bachelor''s Degree in Business, Finance or closely related field.Requires two (2) years experience in finance or accounting to include payroll and general ledger experience or closely related experience.Government accounting experience preferred.Mathematical reasoning, analytical skills and other abilities necessary to perform job.Problem solving skills are essential for developing solutions and analyzing unanticipated issues and circumstances.Must obtain ICS-100, ICS-200, IS-700, and IS-800 within one (1) year of hire.Required CapabilitiesAbility to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to hear sounds and signals indicating work and safety necessities.This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.Must be able to lift up to twenty-five (25) pounds as needed and frequently lift up to ten (10) pounds.This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients.
