About the TeamThe Sector Performance and Improvement section is part of the Regulatory Strategy and Policy Group. We contribute to the Commissions strategic vision where older Australians trust and have confidence that aged care services protect and enhance their safety, health, well-being and quality of life. The evaluation team is tasked with evaluating the effectiveness of the Commissions regulatory campaign activities.About the RoleThe evaluation manager role leads a small team to manage the evaluation of projects and programs, provide advice across the Commission on evaluation methodologies, and support evaluation procurement. Working in partnership with other relevant agencies and stakeholders to independently evaluate regulatory campaign activities, the role is busy and fast-paced. The evaluation manager ensures evaluation activities provide credible, evidence-based findings to identify opportunities for improvement and to inform decision making.The key duties of the position include:Help shape the Commissions evaluation strategy in accordance with organisation requirements.Lead the design and delivery of program evaluation:Follow the Commonwealth Evaluation Policy and Principles to guide consistent, evidence-based evaluation of regulatory programs of work.Design and implement fit-for-purpose Evaluation Plans to monitor and measure the effectiveness and impact of nominated programs and/or projects.Collaborate with Commission and external stakeholders, as part of evaluation practice.Demonstrate and promote the value and role of evaluation for the Commission by leading the presentation of evaluation findings in clear, concise, evidence-based reports that are accessible to a wide audience.Provide advice and assistance to other Commission staff undertaking or procuring evaluation and review projects.Identify and respond appropriately to risk.Work constructively with internal and external stakeholders and provide subject matter inputs to other areas of the Commission.Contribute to continuous improvement and innovation.Provide leadership and build the capacity of staff to undertake their roles efficiently and professionally and to meet expected standards of service and quality.Management responsibility for staff.Adhere to the APS Values and Code of Conduct.EligibilityTo be successful in this role you will need to demonstrate the following:Experience in program evaluation, auditing or research.Demonstrated knowledge and understanding of contemporary research and/or evaluation methods.Strong leadership skills with a proven ability to lead a team, drive innovation and a culture of collaboration and outcome delivery.Strong stakeholder engagement, relationship building and change management skills.Highly developed written and oral communication skills.Understanding of the Australian aged care system.Experience working in a regulatory environment.NotesSalary offered will be between $118,588 - $135,251 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.Only candidates who hold Australian citizenship can apply. Appointment is conditional on successfully completing a national police check.
