Application closing date: Monday, 21 July 2025 11:59pm, Canberra timeEstimated start date: Tuesday, 12 August 2025Location of work: NSWWorking arrangements: Hybrid working arrangements (i.e. a combination of onsite attendance at an AEC office and remote working) will be considered at the discretion of the Hiring Manager with a typical 3 days in the office and 2 days working from home.Length of contract: Until 30 June 2026Contract extensions: 2x 12 monthsSecurity clearance: Must be able to obtain Negative Vetting Level 1Rates: $120 - $140 per hour (inc. super)The Funding and Disclosure Reform Program was established to enable the AEC to implement and administer legislative amendments to the Commonwealth Funding and Disclosure Scheme (the Scheme) as set out in Part XX of the Commonwealth Electoral Act 1918 (Electoral Act) to increase transparency and accountability in Australias electoral system. The Program is made up of three branches the Program Management Office Branch, the Regulatory Enablement Branch, and the Technology Delivery Branch that will work together to uplift the AECs regulatory capability by designing, building and implementing new processes, resourcing, tools, systems and technology to successfully administer the Scheme.The AEC is seeking a Cloud Service Manager to work with the Systems and Platform team to support and deploy Azure based IT systems. The AEC is currently upgrading the three core electoral IT systems, which will be replaced by a series of modular solutions which will be utilising services the AEC already has in the Azure environment.Success for this role will rely on the individuals ability to deliver in a fast paced and highly dynamic environment, be a good cultural fit and an ability to challenge and drive thinking in new directions.The Cloud Service Manager will be responsible for, but not limited, to:This role is a leadership role where you will work with a team of Engineers as part of the Systems and Platforms team.The role is responsible for undertaking very complex and/or sensitive work, under broad direction, utilising expertise across a range of activities relating to the design of software applications.In partnership with clients and other stakeholders, apply strategic and systems expertise to enhance and improve existing software, including designing, developing, implementing and testing software systems, in line with business requirements and software development standards.In collaboration with other teams in the work area, investigate and resolve complex issues with the operation of an applicationEnsure deadlines are consistently met and that a high standard of technical and design documentation is providedManage client relationships and work in line with project budgetsBe responsible for project progress reporting and ensure compliance with governance processesProvide guidance, mentoring and capability development to less experienced and more junior developersLead and manage a team to ensure high quality outputs, including building team capability to maintain a high level of expertise and encouraging career development.Provide high quality and timely advice internally and externally, including guidance and reporting to Branch leadership and the Senior Executive cohort including, Executive Leadership Team in relation to section/Branch functional responsibilities.Make and communicate decisions using professional judgement, evaluating risks and in the context of a complex and changing environment.Contribute to doctrine, election preparation and delivery activities in accordance with the election readiness framework, according to individual accountabilities and responsibilities.Perform additional duties or assume responsibility of functions as directed from time to time.Work within an agile environment using Safe.Essential CriteriaDemonstrated knowledge and experience in implementing enterprise IT solutions consuming Azure services - including, but not limited to the following: - Infrastructure as a service (IaaS) - Serverless Compute - Azure Functions, Web Apps - Storage BLOB and File - Integration - Service Bus and Event Hub - Identity - Azure Active Directory (AAD) and Azure B2C - API Management (APIM)Demonstrated experience in Azure DevOps and CI/CD pipelines using ARM and/or Bicep templatesDemonstrated experience with managing and migrating solution infrastructure to the Azure platformDemonstrated knowledge of risk management principles and processes in context of Infrastructure managementProven ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.Proven analytical abilities with the ability to propose and facilitate change and contribute to business improvement strategies.Desirable CriteriaRelevant qualifications in IT, including cloud certificationExperience with GIT version control and common branching strategiesDemonstrated knowledge of Australian IT Cyber security frameworksDemonstrated knowledge of IT frameworks, such as ITIL and TOGAFHOW TO APPLYPlease provide an updated CV (a maximum of 3 pages) to reflect your suitability to the role based on the job description.
