Each District encompasses operational and non-operational staff, RFSQ volunteers and rural fire brigades who provide fire management, mitigation, and response services for rural and semi-rural communities, including some urban fringe areas across the state.Reporting to the Assistant Chief Officer [District], you will be responsible for overseeing the delivery of comprehensive volunteer training programs, in alignment with the statewide rural firefighting training framework. You will lead a network of Area Training Officers and ensure volunteer training is planned, delivered and evaluated to a high standard across the district. The role has strong linkages with the RFSQ Training unit and will have on-the-ground responsibility for the uplift of volunteer and Brigade capability in line with RFSQ strategic objectives.Mandatory RequirementsMust meet the mandatory requirements and attributes as outlined in the generic RFSQ Inspector role description.Highly Desirable RequirementsHigh level understanding of contemporary training methodologies and registered training organisations requirements.Possession of a current Certificate IV in Training and Assessment and/or accredited tertiary qualification in adult education would be highly regarded.Demonstrated ability to communicate effectively with a wide range of stakeholders from rural and remote communities.Primary dutiesResponsibilitiesThis RFSQ Role Specification Statement appends the generic RFSQ Inspector role description (key accountabilities and capabilities), and provides clarity on the duties of this role, and will see you lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role, which includes:Contribute insights into the development of strategic frameworks and plans for volunteer training and provide input into volunteer training curriculum development.Lead, manage and mentor Area Training Officers to ensure best-practice training delivery and personnel development, including assisting Area Training Officers in continuous improvement, review, and uplift of training methods and resources.Develop the annual volunteer training plan for the district to address current and future training requirements and coordinate the implementation of these plans.Identify, develop, and sustain a network of qualified trainers to ensure capability and capacity across the district to support volunteer training requirements.Coordinate training evaluation and assurance activities, in alignment with organisational frameworks, to support continuous improvement of volunteer training strategies, programs and curriculum products, as well as compliance with industry and Registered Training Organisation standards.Assist with the coordination of operational exercise management capability within the Region, providing support and advice to appraise exercise objectives and outcomes, to identify and monitor post-exercise requirements with a training lens applied.Act as the strategic conduit between Area Training Officers and the RFSQ Training unit, advocating for District needs and issues while also championing State programs and priorities.Lead and/or participate in forums, communities of practice and working groups, as required, to provide specialist advice and support the development of rural fire service training knowledge, skills, and capabilities.Additional informationBe able to meet the attributes of the generic RFSQ Inspector role description.Rural Officer Two (RFSO2) or applicants with equivalent industry experience, appropriate skills, knowledge, are encouraged to apply.Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.Incumbents must have proven commitment to maintaining competencies and operating in a team environment.Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFSQ as a member of any QDMA appointed position.This RFSQ Role Specification Statement is linked to the generic role description, that provides the key accountabilities and capabilities to be addressed by the applicant.
