The National Heavy Vehicle Regulator (NHVR) is Australias independent regulator for heavy vehicles over 4.5 tonnes. Our mission is clear: deliver a safe, efficient, and productive heavy vehicle industry for all road users.Were seeking a proven leader to manage our newly established Investigations and Safety Compliance team, a frontline unit tackling systemic risk, operator safety failures, and Chain of Responsibility (CoR) breaches under the Heavy Vehicle National Law (HVNL).About the roleAs the Manager, Investigations and Safety Compliance, you will lead a geographically distributed team of Senior Investigators and Investigators across multiple states. Youll oversee complex and mid-level investigations, proactively identify emerging regulatory risks, and ensure consistent, risk-based enforcement approaches across jurisdictions.This role is a key part of NHVRs national regulatory capability. Youll work closely with intelligence, legal and policy teams to inform strategic direction, deliver high-quality investigative outcomes, and promote a prevention-focused, intelligence-led regulatory posture.Key responsibilities of this role are:Lead and mentor a national team of investigators, fostering high performance and professional growthCoordinate investigations into systemic and complex breaches of HVNL and CoREnsure national consistency in compliance tools, methodologies, and reportingConduct quality assurance and oversight of briefs of evidence, enforcement notices and case documentationCollaborate with internal teams, legal counsel, intelligence units, and other agencies on joint caseworkContribute to NHVRs enforcement policy, regulatory reform and national planningDeliver capability-building programs, systems and training across the compliance functionRepresent NHVR at senior-level forums and external stakeholder engagementsPromote a culture of safety, accountability, and operational excellenceAbout YouMinimum 8 years in a regulatory, law enforcement or compliance investigations roleDemonstrated experience managing multidisciplinary teams across jurisdictionsExpertise in conducting and overseeing investigations in risk-based and legislative frameworksAdvanced knowledge of HVNL, CoR, or similar safety-focused legislative regimesStrong understanding of compliance monitoring, systems assessments and enforcement strategySkilled in developing regulatory reports, notices and briefs for legal proceedingsAbility to lead with integrity, make sound decisions under pressure, and influence strategic outcomesHigh-level written and verbal communication skillsCurrent Australian drivers licenceWhy join us?The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as the national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass.
