This is an exciting opportunity to be part of a team developing a modern, secure cloud solution leveraging the latest technologies. As a Business Analyst, you will be responsible for formulating and producing requirement specifications, gathering and evaluating information, and resolving conflicts between stakeholders. You will also ensure that requirements are achievable and testable, collaborating closely with business stakeholders to achieve successful results.This role will be based in Victoria (VIC) and offers a hybrid working arrangement.Key Skills and Experience RequirementsBusiness Analysis: Strong experience in eliciting functional and non-functional requirements, managing requirements, and ensuring traceability within large IT-focused programmes.Project Methodologies: Familiarity with Waterfall, Agile, or Iterative methodologies.Stakeholder Engagement: Proven ability to influence and engage diverse stakeholder groups, including ICT operations, technical teams, and customer-facing business operations teams.Communication Skills: Excellent listening, communication, and negotiation skills, with the ability to adjust approaches based on the audience and reach compromise solutions.Requirements Management Tools: Experience using tools such as Microfocus ALM/Quality Centre or Atlassian JIRA.Technical Writing: Experience with technical writing for Work Instructions and Operational Procedures.AWS Cloud: Knowledge of working with the AWS Cloud environment.Key Duties and ResponsibilitiesBusiness and Process Analysis: Provide high-quality analysis services, developing proactive deliverables in formats suitable for stakeholders.Stakeholder Management: Establish and maintain relationships, navigating uncertainty and negotiating pragmatic outcomes with a diverse set of stakeholders.Requirement Elicitation: Work with the Project Manager to identify and engage stakeholders, clarify scope, and refine user stories/requirements in a timely and efficient manner.Collaboration with Technical Teams: Work with architecture, testing, and change stakeholders to ensure alignment and successful solution delivery.Solution Support: Assist in preparing process maps, roadmaps, and test cases, and support user acceptance testing, go-live activities, and hypercare support.Governance and Quality Assurance: Ensure adherence to business analysis frameworks, providing quality assurance throughout the project lifecycle.Working ArrangementsLocation: Victoria (VIC).Hours: Part-time, 24 hours per week.Hybrid Work: The contractor will be required to work onsite at the Bureau of Meteorologys office in VIC for part of the week, with flexibility to work from home for the remainder.Security ClearanceMust be able to obtain Baseline clearance.Period of EngagementEstimated Start Date: Tuesday, 22 July 2025Initial Contract Duration: 6 monthsExtension Term: Up to an additional 6 months, with 2 extensions possible.Technical Competence: Demonstrates the right skills and experience, a good understanding of the requirements, and works in an agile way.Experience: Demonstrated previous experience in a similar role, delivering on intended results and outcomes.Capability: Availability and capacity to undertake the role. Ability to develop and contribute to innovative solutions, make decisions, involve others, and resolve issues.Cultural Fit: How well the candidate will work in the organisation, with values and behaviour that align with the Bureaus culture.Experience working in government.Knowledge of the water sector within Australia.Familiarity with the Bureau of Meteorologys water information suite.Understanding of security principles and applicable standards.Organisational Change Management and Training experience.Technical writing for Work Instructions and Operational Procedures.About the OrganisationThe Bureau of Meteorology is responsible for providing essential weather, water, and climate information to the Australian public and government.
