This role is primarily responsible for coordinating and supporting the implementation of Section 7.11 civil program.About the RoleAs the Developer Infrastructure Coordination Engineer, you''ll play a key role in delivering developer-funded infrastructure under Section 7.11. This includes preparing Works-in-Kind agreements, coordinating with stakeholders, and supporting infrastructure delivery across the fast-growing North West Growth Area.You''ll also contribute to Council''s long-term planning by feeding project knowledge into Asset Management Plans, helping ensure infrastructure is delivered efficiently and in line with the Long Term Financial Plan.Key ResponsibilitiesCoordinate the implementation of Section 7.11 capital works, including annual and long-term (1, 4, 10-year) plans.Prepare and review works-in-kind (WIK) and developer agreements, ensuring compliance and value for the community.Monitor and report on the progress of the Works Improvement Program (WIP), contributing to strategic planning and financial forecasting.Lead site inspections and ensure quality and compliance of developer-delivered infrastructure.Contribute to Council''s Asset Register and asset management planning based on new infrastructure delivery.Represent the engineering function on Council''s S7.11 Finance Committee and support policy development related to contribution plans.Work collaboratively with both internal stakeholders and external developers to facilitate delivery.About You:Essential:Degree in Civil EngineeringMinimum 5 years of relevant experienceStrong knowledge of Section 7.11 Contribution Plans and applicable legislationExperience negotiating developer agreements and preparing civil works estimatesExcellent written and verbal communication skillsA current Class C driver''s licence and White CardLocal government experience or understanding of development assessment processesKnowledge of DCPs and land use planning frameworksGIS and project management skillsExperience working in greenfield and urban infill environmentsOpportunity to participate in Council''s flextime arrangementEmployee benefits such as leave entitlements (where applicable), 11.5% employer contribution payable to your nominated superannuation fund, Fitness Passport, gym membership discounts, and social clubs.Why Blacktown?Blacktown is one of the fastest-growing council in Sydney - and Blacktown City Council is at the forefront of delivering smart, sustainable, and inclusive infrastructure to support that growth.
