The Role The Senior Manager, Blended Finance will lead delivery of key aspects of ASFIs Sustainable Finance partnership with the Department of Foreign Affairs and Trade (DFAT), supporting the Australian Government to mobilise Australian investment for climate and development into Southeast Asia through blended finance and infrastructure project preparation. In this role, you will coordinate technical advice, investor engagement and events, and blended finance design activities, that aim to build capability across public and private sectors on blended finance, and support capital allocation into Southeast Asia emerging markets for climate and development. You will also drive ASFIs blended finance work across other objectives domestically, such as nature and biodiversity, and First Nations. Responsibilities Provide strategic and technical guidance to support DFATs design and implementation of blended finance structures to crowd in Australian private investment into Indo-Pacific emerging markets. Provide advice to Government on options to enhance Australias blended finance capabilities in the region, including in the context of Australias prospective hosting of COP31. Design and deliver, with oversight from Executive Manager Policy and Blended Finance and in close consultation with DFAT and other Australian Government stakeholders, investor showcases, roundtables, summit panel discussions, and other events targeting Australian financial institutions to support awareness and interest in Southeast Asia climate and infrastructure opportunities. Establish and manage ongoing engagement between DFATs Partnerships for Infrastructure program and other parts of the Australian Government including Export Finance Australia, and Australian financial institutions on identifying infrastructure investment opportunities, and understand and address any barriers to finance and investment in those opportunities. Lead, with oversight from the Executive Manager Policy and Blended Finance, ASFIs engagement with DFATs Blended Finance Unit and P4I teams to design and execute the above activities About You You will hold a Bachelors degree (or higher) in Finance, Economics, Public Policy or related field, with a minimum of 7 years professional experience in development finance, blended finance or sustainable investment. Complimenting your knowledge of emerging markets, is your demonstrated project management experience, which includes budget oversight and partner coordination expertise. You are collaborative and a team player, who is known for your can-do attitude, strategic thinking, adaptability, and ability to navigate complex, uncertain and dynamic environments to achieve results. Additionally, you will have: Demonstrated experience structuring or advising on blended finance structures and vehicles including in emerging markets. Strong stakeholder management skills, with a track record of deep engagement with government and facilitating engagement between public and private sectors. Excellent written and verbal communication skills, including report writing and presentation to a range of expert and non-expert audiences. Understanding of infrastructure finance and investment, including barriers and opportunities to address them through a range of mechanisms including grant funding. Understanding of aid program delivery mechanisms and considerations including impact management and reporting and safeguards.
