Organisational Context East Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga, Benalla and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla, Yarrawonga, Corryong, Beechworth, Mount Beauty and Myrtleford. Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. Position Objectives The GIS Officer plays a key role in the Geographical Information System (GIS) team and provides key project and technical support in the design, implementation and ongoing expansion of the GIS through: Data cleaning, validation and entry into the GIS. Supporting the ongoing maintenance and upgrades of the enterprise GIS platform. Undertaking spatial modelling and data analysis. Providing input into the longterm strategic implementation of new features and functionality of the GIS platform. Key Responsibilities Spatial Data Capture and Integration Acquiring, processing and integrating spatial data to support asset management systems and workflows, including new subdivisions and fieldreported updates. Applying ArcGIS Pro and AutoCAD skills to validate and upload data into the GIS, ensuring alignment with the Utility Network Model (UNM). Data Quality and Standards Maintaining high standards of data accuracy, completeness, and consistency across GIS datasets. Ensuring all spatial data complies with established standards and guidelines. GIS Infrastructure and Application Support Providing technical expertise in the design, development, and maintenance of the GIS platform. Supporting the development of GIS, including ArcGIS Portal administration. Providing support for system integrations between GIS and other digital systems. GIS Standards and Staff Enablement Supporting the development, documentation, and implementation of GIS standards. Facilitating staff training and promoting the adoption of GIS tools across the organisation to build spatial capability. Cartography and Spatial Analysis Creating highquality maps and conducting spatial analysis to support operational programs such as sewer relining, water sampling, emergency response and asset maintenance. Applying cartographic principles to produce clear and effective visual outputs. Project Support and Technical Guidance Advising project managers on spatial data requirements and ensuring accurate data capture and utilisation throughout project lifecycles. Translating data inputs into GIScompliant formats from varying datasets provided (i.e. sketches, drawings, CAD drawings and GPS data). Policy and Procedure Development Contributing technical insights to the development and review of policies and procedures. Supporting evidencebased decisionmaking through investigative research and spatial analysis. Team Collaboration and Task Management Supporting team goals through effective time management, prioritisation, and task planning. Liaising and collaborating with other team members to ensure timely and quality outcomes. General Duties Performing other duties as required, commensurate with the nature of the position and required qualifications and experience, to support team and organisational needs. Organisational Relationships This role reports to the Geospatial and Digital Assets Coordinator and liaises with all internal stakeholders, peers in water corporations or local government, government agencies and members of the public. Accountability and Extent of Authority Accountable for the integrity of the data collected, recorded and reported in accordance with the responsibilities of the position. Responsible for providing advice and support to external customers regarding the daytoday operation of the Corporations enterprise GIS, including access to information from available records and databases. Freedom to act is subject to regulations, policies, and regular supervision. Decisions and actions taken in this role may have a significant impact, but are subject to oversight, review, or appeal by more senior employees. Judgement and Decision Making Ability to analyse, assess, and resolve problems with guidance from supervisors and managers usually available. Ability to make decisions with respect to the capture, validation, integrity and inclusion of data into asset data management systems. Selection of appropriate resources and methodology to perform tasks within the scope of the position. Capability to make informed judgements and recommendations. The incumbent will need to exercise a considerable degree of independence in fulfilling the requirements of the position within the bounds of corporation policy and procedures. Understanding of longterm goals and policies of the business unit and the broader organisation. Specialist skills and knowledge A comprehensive knowledge of GIS principles, practices, terminology, trends and development. Proficiency in Esris ArcGIS platform, including ArcGIS Pro, ArcGIS enterprise, and ArcGIS Utility Network Model. A comprehensive knowledge of utility asset data, condition assessment and utility network principles. Working knowledge of AutoCAD and its integration with GIS workflows, particularly in relation to asset data cleaning and validation. Excellent professional written and verbal communication skills with the ability to clearly communicate complex issues and concepts. Experience with GPS equipment and mobile data collection workflows, including postprocessing and integration with GIS databases. Ability to research and present technical solutions based on user requirements. Understanding of longterm unit goals and policies and ability to align this with broader corporate objectives. Management Skills Ability to plan, coordinate and organise own work to meet appropriate deadlines. Ability to prioritise tasks appropriately with established processes. Ability to understand and adhere to organisational policies and procedures, including Occupational Health and Safety, the Environmental Management System, Information Security and other personnel practices. Ability to manage your time and prioritise your work to achieve objectives, despite competing priorities. Interpersonal Skills Ability to participate in meetings and group discussions to achieve resolutions to problems. Excellent analytical and problemsolving skills. Ability to work independently whilst also contributing effectively within a team environment, as required by the role. Qualifications and Experience Degree or diploma in a GIS / IT related discipline with relevant experience. Or substantial relevant experience in a similar role. A thorough understanding of spatial analysis, map production and GIS terminology. Experience in the use of GIS programs is highly desirable. Experience in water, wastewater or the utilities industry is desirable.
