About the opportunity We are seeking a highly motivated individual to fill the newly created Senior Coordinator Fire Safety and Regulation position within our Development Compliance and Regulation section on a permanent, fulltime basis. This pivotal role offers the chance to lead and shape Councils builtform and developmentrelated regulatory functions. Responsibilities Supervise and implement Councils building fire safety audit programme Coordinate three compliance teams (fire safety, development compliance and swimming pools) for consistent enforcement outcomes Represent Council in local and Land and Environment Courts Develop and implement related policies, protocols and procedures Provide specialist technical and legislative advice to internal customers Support the Manager of Development Compliance and Regulation Mentor junior staff and foster professional growth Qualifications and experience Degree in Building Surveying or equivalent Hold a current registration as a Building Surveyor Grade (unrestricted) under the Building and Development Certifiers Act2018, or be able to demonstrate equivalence Extensive experience in a compliance or similar role including knowledge of applicable legislation and regulations, including but not limited to the Environmental Planning & Assessment Act1979 and Local Government Act1993 Understanding of Fire Safety functions within a local government context, including but not limited to the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation2021, Fire Safety Register, Fire Safety Referrals and Fire Safety Schedules Sound ability to assist the Manager with drafting orders, briefs of evidence and statements of fact and contention for enforcement activities, prosecution and court proceedings Highlevel understanding of penalty infringement processes including the issuing of fines and applicable processes involving the Office of State Revenue Effective computer skills including compliance software and applications Demonstrated ability to mentor and coach staff, impart technical knowledge and build capacity of other staff members to deliver high quality work standards and outcomes within budget and specified time frames Strong interpersonal, supervisory, leadership and staff management skills with an understanding of service improvement Current classC drivers licence National Criminal Record Background Check Postgraduate qualifications, certifications and/or equivalent industry experience in Building Compliance, Regulatory Services or Fire Safety Comprehensive knowledge of the National Construction Code/Building Code of Australia and relevant legislation/regulations, including but not limited to Building Compliance and Fire Safety Experience investigating alleged breaches of legislation and/or regulations relevant to local government Strong investigation and analytical skills for research, innovation and compliance process mapping Experience using IT systems relevant to local government including Microsoft Office, HP Content Manager and TechnologyOne Construction White Card or willingness to obtain Remuneration and benefits The salary and conditions of employment are in accordance with Blacktown City Councils Enterprise Agreement.
