Position objectives This position plays a lead role in coordinating the Strategic Planning and Economic Development work program, ensuring alignment with Councils strategic plans and priorities. Objectives are to coordinate the development of strategic land use planning and economic development projects and plans to facilitate successful planning outcomes, and foster economic growth, investment, and business sustainability. Key responsibility areas Coordinate the delivery of policies, strategies and plans that deliver land use planning and economic outcomes that respond to identified needs. Lead individual strategic projects and planning scheme amendments. Monitor, review and implement the Northern Grampians Planning Scheme to achieve efficient and sustainable development for the municipality both in the short term and long term. Advocate and prepare submissions on proposed Victorian Government planning reform initiatives and policy changes. Analyse and respond to development proposals and rezoning requests, including proposed renewable energy projects. Coordinate economic initiatives and programs that increase jobs, investment, business growth and business sustainability. Prepare and present reports to Council and Briefing meetings, Planning Panels, and other public and community forums. Liaise with key stakeholders (internal and external) to identify and achieve the delivery of projects that provide a range of desired planning and economic outcomes. Selection criteria Tertiary qualification in Urban Planning or other relevant field, and substantial experience working in strategic planning. Sound knowledge of the Victorian Planning system and related legislation, including the ability to interpret practice notes, policies, legislation and regulations and effectively guide the preparation of planning scheme amendments. Demonstrated success in project managing strategic projects including managing consultants in the set timeframes and budgets. Ability to identify potentially complex problems and circumstances, identify key issues and possible solutions and make consistent decisions based on clear and logical analysis. Ability to successfully manage staff and projects in a cooperative team environment to deliver strategic planning and economic development outcomes. Demonstrated highly developed communication skills (written and verbal) with the proven ability to gain cooperation from others in a variety of situations and levels within the workplace and community.
