Executive Contract Officer 4 - Remuneration Package $302,742 Programs, Systems Improvement and Reform Darwin, Northern Territory Fixed from 28/02/2026 for up to 4 years Apply your senior executive experience and leadership to drive strategic planning and reform priorities in a large and complex operating environment The Department of Housing, Local Government and Community Development is a multi-functional human services and community-focussed agency that works to improve the lives of Territorians and shape the Territorys future by delivering quality social housing, governance and compliance support to local government councils and authorities, and integrated community services. The Department comprises a workforce of around 540 full-time equivalent employees and 290 casual employees delivering interpreting services. Seventy five percent of the workforce is located in the regions across the Territory. It has a budget of nearly $1 billion per annum and an asset base of around $4 billion, largely consisting of housing assets. The Department provides support services across urban housing, homelands, town camps and remote communities, regional and remote community development, government employee housing, local government reform and oversight, and interpreting and translation services. Around 80 percent of the Departments clients are Aboriginal Territorians. The Department partners with and supports local governments across the Territory to ensure good governance practices and to empower them to have a strong voice in community investment and planning decisions. The Department is responsible for ensuring communities are consulted on the matters that affect them; and for safeguarding Aboriginal languages and enhancing community service delivery through the use of interpreters. As Deputy Chief Executive Programs, Systems Improvement and Reform you will lead the design, development and implementation of key housing programs, reforms and initiatives. This role leads the Programs, Systems Improvement and Reform Division that is responsible for: a range of asset-focused programs and policies for the Departments urban, remote, industry and government employee housing assets (in partnership with the Department of Logistics and Infrastructure) and to support the provision of remote essential services and homelands infrastructure. a range of people-focussed programs and policies that support the frontline housing workforce, including through training, practice, project management and compliance support. The Programs, Systems Improvement and Reform Division supports and works closely with the Departments Delivery and Regional Priorities Division (responsible for most of the Departments frontline service delivery) and the Corporate, Strategic and Enabling Services Division (responsible managing organisation performance and evaluation of corporate and enabling services and overseeing local government regulation and community development) In this executive leadership role, fostering a culture of performance and achievement is crucial. This includes driving sustainable, commercial, and quality outcomes, building trusted partnerships, and ensuring effective program and system improvement oversight. To excel in this strategic position, demonstrated success at a senior executive level leading a large multi-disciplinary team in a complex environment is required. Political acumen, cultural competence, and exceptional communication skills are essential, along with the ability to enhance organisational capability and a strong understanding of current and emerging social, economic, and policy issues affecting the Northern Territory.
