Phillip Riley is supporting SEC Victoria in appointing a Project Director for an upcoming onshore wind project based in Gippsland. The Project Director, Wind Energy is responsible for overseeing the construction and early operation of a wind energy project and is the principal resource throughout project delivery. Reporting to the General Manager for Asset Delivery, this role requires strong strategic and technical leadership to ensure the project is delivered on time, within budget, and in line with regulatory, safety, and best practice requirements. The role manages a team within Asset Delivery and works closely with SEC corporate teams as well as external partners including Construction Manager and EPCM contractors. Core Accountabilities Strategic Leadership Lead the owners oversight team within the SEC by ensuring project delivery readiness through a highperforming and engaged team and contractors. Project Management Lead and manage the overall project execution from an owners oversight perspective, including planning, budgeting, scheduling, and resource allocation. Ensure adherence to project milestones, timelines, and quality standards throughout the project lifecycle. Implement effective project governance frameworks and risk management strategies to proactively mitigate project risks and optimise project outcomes. Contract Management Oversee the contractors functions (e.g., construction manager, EPC) ensuring effective coordination and collaboration among contractors, subcontractors, and consultants. Monitor contract performance, deliverables, and compliance with contractual obligations. Manage contract negotiations, variations, and claims to protect project interests and ensure costeffectiveness. Review and approve project recommendations per agreed delegation. Proactively address areas for potential dispute with contractors, before they escape to formal dispute. Stakeholder Management Act as the primary point of contact for stakeholders, including contractors, regulatory bodies, First Peoples, local bodies, community representatives, and project sponsors. Foster positive relationships and manage expectations through proactive communication and regular project updates. Address stakeholder concerns and resolve conflicts to maintain project momentum and stakeholder support. Technical Oversight Provide technical leadership and oversight across all project phases, including detailed design, construction and commissioning. Ensure compliance with technical standards, codes, and specifications relevant to wind projects. Monitor technological advancements and industry best practices to drive innovation and efficiency in project delivery. Financial Management Manage project budgets, forecasts, and financial reporting in collaboration with the finance and accounting teams. Identify costsaving opportunities and work with the EPC Manager to implement strategies to optimise project profitability and financial performance. Monitor project expenditures, cash flow, and financial risks to maintain financial health and achieve project objectives. Health, Safety and Environmental (HSE) Compliance Promote a culture of safety and environmental stewardship across project sites and operations. Ensure compliance with HSE regulations, policies, and procedures to protect personnel, communities, and the environment. Facilitate the implementation of initiatives to enhance safety and mitigate environmental impacts, including the voluntary Electrical Safety Management Schemes. Interface across SEC Business Units and Beyond Engage with internal and external stakeholders to achieve successful project and program outcomes including contract negotiation, variations and execution in line with SEC policies. Oversee the reporting of the progress of the project for SEC executive team and Board. Experience and Skills Must Have Tertiary qualification in Engineering, Construction Management, or related field. Proven experience (minimum 10 years) in successfully delivering wind projects in a leadership capacity. Extensive experience (minimum 10 years) in managing a construction manager contractor or EPC. Extensive experience in EPC, NSP, and asset management interfaces. Demonstrated leadership skills with the ability to inspire and motivate multidisciplinary project teams. Strong understanding of project management methodologies, contract administration, and regulatory requirements in the renewable energy sector. Extensive experience in best practice delivery of projects including in meeting local content targets, Traditional Owner / Aboriginal Victorian engagement, conducting social procurement and successful community engagement. Excellent communication, negotiation, and stakeholder management skills. Proficiency in project management software and tools (e.g., MS Project, Primavera, SAP). Highly Desirable Direct leadership or management experience as part of an owners oversight team or EPCM. Strong understanding of government policies related to energy infrastructure projects. Certification in project management (PMP or equivalent) and relevant industry certifications. After 12 months in the role Successfully deliver the project on time and within budget as intended by its 12month schedule, with regular reporting to the General Manager of Asset Delivery, SEC executive team and Board. Implement robust risk management by developing and executing strategies to mitigate project risks, including compliance with Fair Jobs Code / Industrial Relations engagements, health, safety, and environmental regulations, avoiding delays or cost overruns.
