About the Group The CPO is one of eight direct reports to the Deputy Secretary, Investment and Technology and is accountable for the departments procurement function and the development, delivery and maintenance of DTPs procurement strategy, framework and underlying policies and processes, which adhere to legislative, probity and compliance requirements while driving the best value for the department and broader portfolio. The CPO will lead, facilitate, and maintain relationships with a diverse range of senior internal and external stakeholders whilst representing and advocating for DTP in portfolio and whole of government forums. The CPO will provide relevant, authoritative, and timely advice and assurance to achieve and maintain Victorian Government Purchasing Board accreditation. The CPO will also provide leadership and guidance in supporting the department to meet social procurement policy requirements through the purchase g of goods, services, or construction from including Aboriginal businesses, disability service providers and other social benefit suppliers, across Victoria In addition, the CPO will lead an uplift in general procurement capability and understanding within the organisation and portfolio, through the Procurement divisions functional branches of: Procurement Governance, Policy and Systems Procurement Operations Other position outcomes include: The development, delivery and maintenance of DTPs procurement function, strategy, framework and underlying policies and processes adhere to the Victorian Government Purchasing Board (VGPB) legislative, probity and compliance requirements, through the provision of high-level and authoritative advice and leadership, while driving best value outcomes for DTP and the broader transport portfolio. Ensured a strong focus on integrity across the departments procurement activities through consultation and raising awareness of our obligations in public service procurement Collaboratively worked with the senior leadership in the shaping of the departments strategic vision, planning processes and delivery of departmental priorities. Qualifications and role specific requirements Relevant tertiary qualifications in finance, economics or related commercial discipline. A proven record of leading a procurement function in a large complex organisation. Strong understanding of best practice procurement frameworks and the Financial Management Act.
