ABOUT THE BRANCH The Divestment Branch supports the divestment of Commonwealth land and comprises varied opportunities to foster innovative solutions to achieve Government outcomes. The Branch works closely with external providers with specialised commercial and property expertise, and legal and probity advisers to undertake due diligence and remediation activities to prepare the properties for disposal to achieve broader policy outcomes, including the National Housing Accord. The key duties of the position include : ABOUT THE OPPORTUNITY ABOUT THE OPPORTUNITY The Branch is seeking multiple strong EL2 Directors to lead and manage the delivery of the divestment program. The role will involve work across a range of divestment-related activities. EL2 Contract, Governance and Reporting Leading a team to deliver the divestment program, including managing contracts, financial management, governance arrangements, and reporting requirements to Government. Managing various consultants and contractors judiciously in accordance with the Public Governance, Performance and Accountability Act (PGPA Act), Commonwealth Procurement Rules and Departmental requirements. Establishing and managing ongoing governance arrangements, including undertaking negotiations to establish Memorandums of Understanding as required, and managing a team to support governance groups. Providing high-level written and verbal advice for both internal and external stakeholders, including preparation of reporting and correspondence and submissions for Government and Departmental approvals. Marshalling specialist expertise and consulting widely to inform decisions. Building and sustaining strong working relationships with internal and external stakeholders, including other entities, external service providers, Senior Executive and the Minister''s office. Understanding the Branch''s objectives and managing risk and opportunities effectively. Developing the team by fostering teamwork and building capability to achieve results. Any other tasks as directed. EL2 Due Diligence, Heritage and Remediation Leading the delivery and management of the divestment program, including managing outsourced providers, coordinating divestment strategy development, planning and implementation. Managing a technical team to review strategies, technical and legal due diligence reports prepared by external consultants to finalise reports that will underpin the divestment of the properties. Marshalling specialist expertise and consult widely to inform decisions. Managing any remediation projects or referrals under the Environment Protection and Biodiversity Act (EPBC Act) prior to divestment. Providing high-level written advice for both internal and external stakeholders, including preparation of correspondence and submissions for Government and Departmental approvals. Representing Finance at cross-agency meetings and other forums. Building and sustaining strong working relationships with internal and external stakeholders, including other entities, external service providers, Senior Executive and the Minister''s office. Understanding the Branch''s objectives and manage risk and opportunities effectively. Developing the team by fostering teamwork and building capability to achieve results. Any other tasks as directed. EL2 Divestment Delivery Leading the delivery and management of the divestment program, including managing outsourced providers, coordinating divestment strategy development, planning and implementation. Managing a team to review strategies, marketing material and sales contract documentation prepared by external consultants to prepare properties for divestment. Building and sustaining strong working relationships with internal and external stakeholders, including States and Territories, other entities, external service providers, Senior Executive and the Minister''s office. Managing divestments consistent with the Commonwealth Property Disposal Policy. Leading the review of sale tender documentation and providing high-level written advice for both internal and external stakeholders, including preparation of correspondence and submissions for Government and Departmental approvals. Representing Finance at cross-agency meetings and other forums. Developing the team by fostering teamwork and building capability to achieve results. Any other tasks as directed. Eligibility Under section 22(8) of the Public Service Act , employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing. Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. All Finance staff are required to have a minimum baseline security clearance prior to commencement. This role is being advertised as both ongoing and non-ongoing. Roles may be offered as either ongoing or non-ongoing subject to operational requirements. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months. Specified term vacancies may be extended up to a maximum period of 18 months.
