Job Description

The Director of People and Capability will provide guidance to the Interim CEO and Executive Principal and Executive Leadership on enhancing the organisational culture, ensuring sensitive and effective management of change, building the capacity of leaders to develop effective teams and sustain a positive culture across the Colleges Moreton Bay College and Moreton Bay Boys'' College. The position will report directly to the Business Manager and be responsible for the smooth operation of Human Resources (HR) support, systems and processes and the payroll function for both Colleges. The Director of People and Capability will be expected to make a major contribution to the overall directions of the Colleges and the implementation of the Strategic Plan. The Director will lead the current HR team and Senior Payroll Officer. The Director of People and Capability will demonstrate a strong sense of commitment to personal growth and the improvement and professional development of staff. General Responsibilities Research, develop and implement contemporary human resource systems, policies and processes that reflect best practice, are responsive to the needs of the business and support the achievement of strategic objectives. Provide high level consultancy and advisory services to key stakeholders in relation to human resource matters including the analysis and interpretation of legislation, policy frameworks, workforce trends and other issues of significance. Advise, coach and support management and staff in matters relating to employee counselling or disciplinary procedures. Keep abreast of relevant IR and current employment legislation and provide advice on these matters. Support the Interim CEO and Executive Principal and Executive Leadership in the negotiation and implementation of enterprise agreements. Manage relevant risk registers and mitigate risks associated with human resource management. Drive a range of key initiatives that will build and develop targeted capabilities, including programs centered on leadership capability, competency development and internal coaching capability. Identify future recruitment requirements and collaborate with line managers to maintain and update position descriptions. Coach, support, mentor and challenge managers in the application of HR policies and practices. Collate, analyse and present quantitative and qualitative workforce data and prepare associated reports to assist management in the identification of workforce trends, issues and opportunities for improved performance and decision making. Coach, manage and mentor the HR team to ensure that it is providing effective and efficient support. Prepare and manage an annual HR operating budget and manage the actual expenditure during the year within the budget framework. Lead the delivery of payroll services for both Colleges. Actively contribute to a safety citizenship culture upholding health and safety policies, procedures, hazard reporting and safe work practices. Other responsibilities, as directed by the Line Manager: Actively support the partnership between MBC and MBBC. The need, at various times, to undertake work outside normal working hours for events. Willingness to undertake professional development, as required. Other tasks as requested by the CEO and Executive Principal or delegate. Skills and Abilities Proven experience with contemporary HRM at a strategic level. Extensive knowledge of relevant industrial relations environment and employment law, including experience in the interpretation and application of industrial instruments. Excellent written and verbal communication skills, with the ability to influence staff at all levels and strong stakeholder management. Strength, energy and resilience to initiate, drive and evaluate organisational change. Experience in implementing HR initiatives in an operational context, including policy, frameworks, projects and programmes. Demonstrated ability to work at both a strategic and operational level. Education and/Or Experience A minimum of five years proven experience in a similar capacity, a relevant tertiary qualification or equivalent industry acquired skills and experience. Certificates, Licences, Registrations A current Working with Childrens suitability card is essential and must be maintained as a condition of employment.
