Proven success in change management and cultural transformation. Exceptional communication and listening skills, with a consultative approach. A strong technical background with a degree in Civil Engineering (or similar) and postgraduate qualifications in Business or Project Management. Membership of a relevant professional body (e.g., IPWEA) highly desirable. Significant experience managing diverse services including water, waste, roads, parks, and major projects.
