Position objectives The Capital Works Delivery Officer supports the delivery of Councils capital works program, particularly building and open space projects, by coordinating project activities, resolving site issues, and ensuring works progress safely, efficiently and in accordance with contract, design and compliance requirements. The role is a key link between the Coordinator Projects Delivery, contractors, consultants and internal stakeholders, and helps ensure projects are delivered on time and within budget. The officer also contributes to site occupational health and safety oversight, maintains accurate project records to support contract administration and asset capitalisation, and engages effectively with stakeholders to support smooth project delivery. Key responsibility areas Coordinate and monitor the delivery of capital works projects, particularly building and open space projects, to ensure progress aligns with contract requirements, design intent, safety obligations and agreed timeframes. Support the Coordinator Projects Delivery by identifying and resolving routine site issues, escalating complex matters promptly, and maintaining effective communication with contractors, consultants, internal teams and community stakeholders. Apply a practical understanding of construction drawings and, preferably, a working knowledge of the Building Code to support effective site coordination and quality assurance. Assist with procurement and preconstruction activities including preparing project information, supporting tender processes and ensuring contractors meet statutory and Council requirements before commencing work. Maintain accurate project records including progress reports, correspondence, financial tracking inputs, contract documentation and data required for asset capitalisation. Monitor contractor compliance with occupational health and safety, environmental controls, quality standards and Council policies, and document any nonconformance or corrective actions. Contribute to project meetings, prepare updates for internal reporting, and ensure project information is stored and managed in accordance with Councils recordkeeping requirements. Support continuous improvement by identifying opportunities to streamline project administration, communication and coordination processes. Perform other duties within the employees skills and training to support the effective delivery of the broader capital works program. Qualifications and experience Relevant degree or diploma or lesser formal qualifications with work skills and relevant experience. Demonstrated experience supporting or overseeing construction projects across building, open space or civil works, ensuring compliance with plans, specifications, contract requirements, timelines and budget expectations. Selection criteria Applicants must address each Key Selection Criterion in their application. Where the criterion calls for demonstrated ability or experience, responses must include specific, relevant examples that show how the capability has been applied in practice. Demonstrated experience coordinating or supporting construction or capital works projects, including the ability to monitor site progress, resolve routine issues and recognise when to elevate matters. Strong organisational and administrative skills, with the ability to prioritise tasks, maintain accurate records, prepare project documentation and contribute to asset capitalisation requirements. Sound judgement and problemsolving capability, applying practical and technical understanding to interpret plans, specifications, OHS requirements and project guidelines. Welldeveloped communication and stakeholder management skills, with the ability to work collaboratively with contractors, consultants, internal teams and community members to achieve project outcomes. Proficiency in relevant software and systems, including Microsoft Office and project or recordkeeping systems, with the capacity to quickly learn Councilspecific tools and processes.
