This role asks you to redesign HR operating models to position our workforce for the future. Parkerville supports vulnerable children and young people across WA through trauma-informed therapeutic services. We have 230 staff, two employing entities, multiple sites, and a HR function ready to evolve. We are seeking an accomplished General Manager, People & Culture to position our HR operating model for the future, lead workforce systems, governance and culture across a complex, multi-site organisation delivering critical services to children and young people. You will lead the full portfolio: recruitment, payroll, industrial relations, safety, culture, diversity, equity and inclusion, and workforce planning. You will have authority to shape how we support our peoples wellbeing, health and safety, and prepare for the future. Youll join a leadership team committed to continuous improvement. This is a full-time, Monday to Friday role based in Burswood, with regular travel to Parkervilles other locations when required. Key responsibilities Drive and shape a future focused HR operating model Develop and execute the organisations People & Culture strategy with a strong focus on staff wellbeing and alignment with Parkervilles strategic plan Provide trusted, expert advice to the Executive and leaders on workforce, performance, change and organisational design Oversee employee relations, performance management, grievance resolution and disciplinary processes Drive initiatives that strengthen engagement, leadership capability and culture across the organisation Payroll & Workforce Governance Oversee payroll operations to ensure accuracy, timeliness and compliance Provide governance and risk oversight of payroll processes, systems and controls Ensure correct application of industrial instruments, classifications, allowances and entitlements and implement our remuneration framework Recruitment & Workforce Planning Oversee end-to-end recruitment and onboarding across multiple sites and disciplines Partner with leaders to deliver workforce planning, talent attraction and retention strategies Ensure recruitment practices meet compliance, safeguarding and best-practice standards Industrial Relations & Award Compliance Maintain expert oversight of Modern Awards, enterprise agreements and relevant legislation Manage audits, reviews and remediation activities where required Lead industrial and employee relations matters, including engagement with unions and external advisors Work Health & Safety Provide executive oversight of WHS systems, compliance and risk management Ensure robust reporting, incident management and continuous improvement frameworks are in place Support leaders to embed safety as a core organisational responsibility About you You''re an experienced people and culture leader who understands the realities of working in community services, including, the funding constraints, the regulatory complexity, the need to balance compliance with care, and the importance of getting workforce frameworks right when your people are doing complex, meaningful work. You are a credible, commercially minded HR leader with: Experience shaping HR strategy and operating models Significant senior leadership experience across People & Culture, Payroll, IR/ER and WHS Strong working knowledge of Awards, Fair Work legislation and compliance frameworks Experience leading HR functions in complex, regulated or multi-site environments A pragmatic, hands-on approach with the ability to operate at both strategic and operational levels Excellent stakeholder management skills and the confidence to influence at executive level Experience in the community, health, disability or not-for-profit sector will be highly regarded.
