Chief Property and Infrastructure Officer Board-Appointed Executive Opportunity Chief Property & Infrastructure Officer CAST Recruitment is partnering exclusively with a leading aged care and independent living provider to fill a newly appointed role on their senior leadership team. An opportunity exists for a senior, highly accomplished property and infrastructure leader to shape the long-term built environment strategy of a large, purpose-driven organisation operating across aged care, community living, specialist accommodation and corporate assets. This Board-appointed executive role carries enterprise accountability for transforming a substantial and diverse property portfolio from a traditional cost centre into a strategic enabler of growth, sustainability, resilience and longterm financial strength. Reporting to the Chief Executive and working closely with the Board, this role will provide strategic stewardship across the full asset lifecycleplanning, acquisition, development, operations, renewal, diversification and disposalensuring all assets are safe, compliant, commercially sound and futureready. The role as a member of the Executive Leadership Team will play a pivotal role in shaping the organisations future footprint through disciplined capital investment, master planning, portfolio optimisation and the diversification of propertylinked services. The organisation is entering its next strategic phase, underpinned by a significant capital programme, strong sustainability ambitions and evolving community expectations. A longterm Master Plan provides the blueprint; this role ensures its rigorous execution, balancing mission, commercial discipline and risk. Operating in a highly regulated and competitive environment, the CPIO will integrate asset performance, capital delivery, sustainability and commercial partnerships into a single, coherent enterprise strategy aligned with organisational purpose. Key Responsibilities Property Strategy, Master Planning & Investment Lead the execution of a longterm Master Plan and associated capital investment pipeline. Translate strategic intent into clear investment priorities, asset renewal programmes and funding strategies. Partner with the CEO, Board and Executive Team to ensure property decisions support longterm organisational sustainability and value creation. Identify opportunities to improve selfsufficiency and generate new income streams, including inhouse capability and feeforservice offerings. Leverage physical and human assets to create sustainable commercial outcomes while maintaining mission integrity. Structure and govern partnerships, joint ventures and redevelopment projects that enhance both social and financial impact. Oversee the performance of all physical assets, ensuring safety, compliance, resilience and efficiency. Embed wholeoflife asset management principles supported by data, systems and analytics. Establish strong governance, risk management and reporting frameworks for the Board and relevant Committees. Drive disciplined delivery of major developments, redevelopments and infrastructure upgrades. Champion design excellence and futureready assets incorporating technology, sustainability, accessibility and wellbeing. Maintain oversight of budgets, milestones and delivery partners to ensure strategic outcomes are achieved. Lead environmental and sustainability strategy, embedding ESG performance across the portfolio. Introduce innovation in building systems, energy, materials and technology to reduce longterm operating costs and environmental impact. Strengthen climate risk management and longterm asset resilience. Portfolio Diversification & Commercial Growth Identify opportunities to improve selfsufficiency and generate new income streams, including inhouse capability and feeforservice offerings. Leverage physical and human assets to create sustainable commercial outcomes while maintaining mission integrity. Leadership, Culture & Influence Build and lead a highperforming, multidisciplinary team spanning property, procurement, sustainability and commercial functions. Foster a culture of safety, accountability and continuous improvement. Represent the organisation with credibility across government, industry, partners and community stakeholders. Measures of Success Delivery of Master Plan milestones and capital programmes within agreed timelines and budgets. Improved asset condition, utilisation and return on investment. Measurable cost efficiencies and service improvements through internal capability and diversification. Achievement of sustainability and ESG targets. Growth in noncore and feeforservice revenue streams. Strong Board confidence in property governance and performance. High employee engagement and leadership capability within the function. About You You are a strategic, commercially astute and valuesdriven executive with a proven track record in large, assetintensive environments. You are comfortable operating at Board and Executive level, balancing purpose with disciplined commercial decisionmaking. Experience & Capability 10+ years in senior executive roles leading large, complex property or infrastructure portfolios. Demonstrated success in strategic asset management, capital investment planning and major project delivery. Strong commercial acumen, including business cases, funding models and partnership governance. Deep understanding of Western Australian property, construction and regulatory frameworks. Highly developed stakeholder engagement and influencing capability. Desirable Qualifications Tertiary qualifications in Engineering, Property, Architecture, Project Management or Business. Postgraduate qualifications (MBA, MPM, Asset Management or similar). Professional memberships (e.g. RICS, Engineers Australia, AIPM, AIQS, FMA). Demonstrated ESG and sustainability leadership.
