Do you want to apply your leadership and skills to make a real difference? EPA has a rare opportunity to join as the Principal Scientist Contaminated Land and Landfills. The Principal Scientist Contaminated Land and Landfills leads and manages a team responsible for providing expert advice, guidance, and delivering programs in contaminated land, groundwater and landfill engineering. You will inform regulatory and strategic decisions by the EPA about complex contaminated land problems, aligned to EPAs strategic priorities to prevent harm to Victorian communities and the environment from pollution and waste. This is a Principal role for an experienced scientist or engineer that wants to contribute to the success of EPA during a period of increased demand for contaminated land and landfill technical expertise. The nature of the work is varied and includes technical advice into contaminated land detailed site investigations, remediation action plans, hydrogeological and landfill engineering assessments for major infrastructure programs, permissions scheme applications, compliance and enforcement actions and input into associated policy and guideline development. You will engage across EPA, government, community and industry to communicate and advance the organisations objectives for managing risks from pollution and waste to groundwater. You will also inform and participate in targeted research programs that enable EPA to contribute to increasing state of knowledge in relation to contaminated land, groundwater and landfills. Working closely with the Manager, Land and Waste Sciences, you will lead and manage a team through change to ensure a positive organisational culture and ensure the highest standards of performance and integrity are achieved; and foster genuine partnerships across all levels of government, industry, and community to deliver organisational outcomes. In this role you will: Lead the development of the broader strategy for Contaminated Land and Landfills for the Science Division in collaboration with the Manager Land and Waste and key internal partners across the organisation. As an active member of the senior management team in the Land and Waste Sciences Unit, contribute to the overall operational strategy and direction of the organisation, ensuring a one-EPA approach to the delivery of priorities; build a high performing workforce that is safety and wellbeing focussed, outcome-orientated, collaborative, innovative, professional, and engaged. Lead the Contaminated Land and Landfills teams in building, maintaining, and leveraging strategic relationships and partnerships to ensure that the EPA is a trusted and influential authority in advancing the prevention of harm to the environment and human health from pollution and waste; effectively represent the EPA in the local community and at external forums. Lead the team in delivering programs of work relating to the assessment of new and emerging technologies and solutions for problems related to landfill engineering, contaminated land and groundwater, working with academia, industry associations and other research organisations to address knowledge gaps and optimise outcomes for the EPA and community. Communicate scientific/technical information about contaminated land, landfills, and groundwater to a wide variety of audiences; lead the preparation of scientific / technical guidelines and publications. Along with Senior staff within the team, lead and guide junior staff in conducting review of complex technical investigations and remediation proposal underpinning applications to EPA, analyse broader scientific evidence and prepare statements for use in EPA submissions on Environmental Effects Statements, approvals under the permissions scheme, legacy contaminated sites and compliance and enforcement activities, including prosecutions. Support other areas in the organisation in engaging and negotiating level of scientific evidence needed to enable assessment of applications and other submissions to EPA. This role may include representation as an expert witness in legal proceedings. Skills and experience: Extensive senior level experience in contaminated land investigation and remediation engineering or landfill engineering in areas such as landfills, mining, oil and gas, major hazardous facilities, major infrastructure and land development projects. Previous hands-on experience in directing field investigation, including site management, drilling supervision, collection of soil, groundwater and vapour samples, or the supervision of site investigation and remediation activities, including landfill engineering is preferable. Demonstrated experience in leading a multi-disciplinary team, supporting technical development and leadership of scientists and engineers, including mentoring, capability building and developing strategies to enable the technical growth of staff. Broad knowledge and experience in Contaminated Land/Groundwater Investigation and Remediation and/or landfill engineering including investigation and remediation technologies for soil, groundwater, surface water and soil vapour/landfill gas. Demonstrated leadership abilities, including building a shared sense of direction, clarifying priorities; identifies and responds proactively to strategic issues impacting the operating environment.
