Our team, composed of experienced professionals from toptier backgrounds, is committed to excellence and innovation in talent recruitment and corporate advisory services.Role SummaryAs part of our strategic expansion into NSW, VIC, QLD and NT public sectors, we are seeking a seasoned Manager to join our dynamic team. This role is pivotal in sourcing, engaging, and building relationships with government agencies, and at the same time recruiting toptier temporary/contingent professionals for nonexecutive to executive positions across various sectors.You will be heavily involved in temporary/contractor recruitment management & delivery to continue growing the warm desk in our state government sectors. This will include servicing our existing clients, identifying new client opportunities, crafting tailored recruitment strategies, and establishing longterm partnerships. You will be supported by 23 junior staff members, providing mentorship and support, while driving business growth and performance. This role is perfect for a highly motivated agency recruiter looking to make a significant impact on government recruitment, client acquisition, placement delivery and team development under the following categories: A Administration B Finance C Specialist D Industrial G ICT Network H ICT management, implementation and support I ICT Applications, databases and systems.Key ResponsibilitiesManage the full 360 recruitment process for temporary, contract and permanent rolesthis includes briefing, sourcing, screening, interviewing, reference checking, compliance onboarding, presenting candidates, negotiating offers, and maintaining strong postplacement engagement.Lead, coach and support a team of 23 junior recruiters, setting performance KPIs, reviewing activity, delivering ongoing training, and driving a highperformance, teambased culture.Oversee recruitment delivery across key public sector panels (SCM0007, SCM0012, SCM0020, VIC, QLD Local Government), ensuring all placements are compliant with panel requirements, award rates, Fair Work, and WHS legislation.Manage candidate onboarding and compliance documentation, including VEVO checks, police checks, medicals and mandatory forms required under state and federal frameworks.Drive and support responses to RFQs, RFTs and capability requests across government agenciesprepare rate cards, tailored bios, role alignment summaries and submit via eTendering portals.Coordinate closely with internal finance and ops teams to ensure contractor pay and charge rates align with awards, contractual margins and Fair Work updatesparticularly across bluecoloured, whitecoloured and ICT assignments.Build strong relationships with existing clients, taking a consultative approach to understand hiring needs, workforce planning and providing tailored recruitment solutions.Develop new business across public and private sectorsproactively identifying opportunities, engaging hiring managers, running capability meetings and negotiating terms of business.Maintain accurate, realtime records in the ATS/CRM and ensure reporting is auditready for panel compliance and internal dashboards.Conduct regular market mapping and talent pooling to stay across skill shortages, project pipeline demand and shifting workforce trends across sectors.Represent Charter Diligence at briefings, presentations and industry networking events, supporting our brand growth and expanding our delivery reach.Promote diversity, equity and inclusion across all hiring processes, championing ethical recruitment practices that align with government and private sector expectations.Support broader operational initiatives including proposal writing, contract delivery plans, team resourcing and strategic input into national growth and expansion.5+ years of recruitment agency experience in a highperformance, clientfocused environmentProven experience in contract and temporary recruitment across commercial and public sectors, with exposure to executive searchMust have handson experience in whitecoloured & IT/ICT recruitmentExtensive experience in government recruitment, including knowledge of frameworks such as Contingent Workforce, TAS, QLD Local Government and Federal Government recruitment, with strong understanding of MSP delivery models, WH&S, compliance and procurement processesDemonstrated success in driving performance and delivering strong hiring outcomesFamiliarity with vendor management systems such as Beeline, Coupa and FieldglassStrong business development capabilities with a proven ability to meet or exceed hiring targets while expanding the client baseSkilled in client negotiations, with a resilient mindset and focus on developing longterm relationshipsExcellent organisational and time management skills able to manage multiple roles and competing prioritiesStrong communication and interpersonal skills confident in engaging with candidates, hiring managers and stakeholdersHigh emotional intelligence (EQ) builds rapport quickly and handles sensitive conversations with professionalismRelevant tertiary qualification in Human Resources, Business or related disciplineCompetitive base salary package with an uncapped bonus structure that rewards recruitment efforts.Continuous professional development and career advancement opportunities within a leading recruitment agency.A collaborative and supportive work environment that values team members'' contributions to shared business development and recruitment goals.Application ProcessTo apply for this position, please submit your application via this job posting.
