Agency OverviewThe Chief Executive Officer and Principal Registrar of the Federal Court, together with officers and staff identified under the Federal Court of Australia Act 1976 , the Federal Circuit and Family Court of Australia Act 2021 and the Native Title Act 1993 , constitute a single Statutory Agency for the purposes of the Public Service Act 1999 (the Entity). Employees are engaged to work in support of the following courts or tribunal:Federal Court of AustraliaFederal Circuit and Family Court of AustraliaNational Native Title TribunalEmployees are covered by the Federal Court of Australia Enterprise Agreement 2024 - 2027. The Federal Court and the Federal Circuit and Family Court each maintain a distinct statutory identity, with separate functions and judicial independence.JurisdictionThe National Native Title Tribunal (NNTT) is an authority established by the Native Title Act 1993 (Cth) (NTA) which has offices in four Australian States.The NNTT comprises a President and members, who are appointed by the Governor General under the NTA to make decisions, conduct inquiries, reviews, and mediations, and assist various parties.The NNTT is supported by the Native Title Registrar (Registrar), who has separate and specific functions and responsibilities to perform under the Native Title Act, including considering native title claimant applications (claims) and indigenous land use agreements (ILUAs) for registration.Staff assisting the NNTT and the Registrar are employed by the Entity.Position OverviewThe Registrar is responsible for maintaining three Tribunal Registers, namely the Register of Native Title Claims, National Native Title Register and the Register of Indigenous land Use Agreements. The Native Title Act requires claims and ILUAs to meet certain criteria in order to be registered on the Register of Native Title Claims and Register of Indigenous Land Use Agreements. Once registered, the applicant and parties receive particular rights under the Native Title Act.The Native Title Act also requires the Registrar to notify all native title determination applications, including non-claimant applications and ILUAs to allow affected persons and bodies an opportunity to respond to the application.The role reports to the Manager, Legal & Compliance and supports the Manager and other Registration Delegates in providing assistance to, and undertaking tasks on behalf of, the President, Members of the Tribunal and the Registrar in the discharge of their functions and powers under the Native Title Act.The key duties of the position includeKey Duties and ResponsibilitiesPerform legal research, provide legal support, and complete other tasks or projects required by the Manager, Legal & Compliance.Provide assistance in response to ad hoc requests as part of the Tribunal''s assistance functions.Support the Manager, Legal & Compliance in the administration of the Tribunal''s and Registrar''s statutory functions.Manage non-claimant native title determination applications including administrative processing, stakeholder communication and notification.Develop and maintain a sound understanding of relevant Commonwealth and State legislation and the Tribunal''s statutory obligations under the Native Title Act.Apply approved records and information management practices in compliance with the Tribunal Records and Information Management Policy and Procedures.Work with a high level of independence, setting priorities, displaying initiative, and managing competing workloads to ensure quality and timely outputs.Engage with external clients and stakeholders using clear communication and projecting a positive image for the Tribunal.Perform other duties as reasonably required and directed by the Manager, Legal & Compliance.Competencies & AttributesDemonstrate an understanding of the issues affecting Aboriginal and Torres Strait Islander people.Demonstrate an ability to communicate sensitively with and demonstrate cultural understanding of and respect for Aboriginal and Torres Strait Islander people.Possess a high attention to detail and well-developed administrative and organisational skills to be able to meet tight deadlines and achieve results by setting priorities and managing competing workloads.Demonstrate an ability to work independently and as part of a team to contribute to and facilitate the delivery of quality and timely services.Possess well-developed interpersonal skills to build and maintain positive and productive relationships.Possess an ability to use clear and positive communication to present information in a clear concise and articulate manner.Display a high standard of compliance with organisational practices and procedures.QualificationsLegal qualifications or experience in legal research will be highly regarded. #J-18808-Ljbffr
