POSITION OVERVIEW PROGRAM SUPPORT MANAGER, HOUSING & HOMELANDS aims to support improved wellbeing for community residents and is focused on improving remote housing conditions through repairs, maintenance, householder capacity building, introducing healthy living practices in the communities of Haasts Bluff, Papunya and Mt Liebig. The program aims to improve housing and health outcomes in the communities by creating a healthier living environment. Ngurratjuta is seeking Program Support Manager, Housing and Homelands. This role plays a key role in supporting the delivery of the Healthy Homes Program with the local community, together with providing integral support to the General Manager, Housing & Homelands, in the delivery of services relating to Homelands housing and infrastructure, including Municipal and Essential Services & basic repairs and maintenance to funded dwellings. ABOUT THE CORPORATION Ngurratjuta was incorporated in August 1985 under the Aboriginal Corporations Act 1976 (Cth) before transitioning to incorporation under the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth). It is an Association of all those Communities deemed to have affected by the oil and gas mining operations at Mereenie and Palm Valley and provided a body to receive and distribute the statutory royalties payable to the affected Communities and groups under the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Ngurratjutas original purpose was to provide financially independent Aboriginal Communities with Inter-Community Corporations and utilise royalty funds to build an active investment base to protect accumulated royalty funds. Ngurratjuta has, over its 40 years of operation, built a portfolio of diverse investments and operated a number of successful enterprises across various industry sectors, whilst actively supporting Community development activities and infrastructure improvements in member Communities. ABOUT THE ROLE This role is an integral part of our Housing and Homelands team, providing comprehensive support across the Safe & Healthy Homes Program and Housing and Homelands services. The position assists the General Manager and Operations Manager Housing and Homelands, supports the Coordinators and Liaison Officers to ensure effective delivery of housing programs, infrastructure services and community engagement initiatives. This role plays a key supportive function in program coordination, compliance, reporting, and stakeholder communications assisting to maintain smooth operations and alignment with organisational goals. We are looking for a self-motivated person with flexibility of approach and who wants to be part of the team working towards local community-led change. REPORTS TO: General Manager-Housing and Homelands. LOCATION: This role is based in Alice Springs with responsibilities extending to other local communities (Papunya, Mt Liebig and Haasts Bluff). The Employer may require the Employee to perform his/her duties at various places of business/work sites in the Northern Territory and interstate or elsewhere. The Employer will provide to the Employee transport and/or accommodation as required if the Employee is required to work in a location other than the Ngurratjuta Region. EMPLOYMENT TYPE: Full Time WORK HOURS: 37.5 hours per week. RESPONSIBILITIES: The primary responsibilities include, but are not limited to: Program Management & Compliance Ensure compliance with relevant legislation, WHS standards, and organisational policies. Support General Manager Housing and Homelands in the development and implementation of program policies, schedule tracking, and maintaining of accurate reporting and updates for. Support preparation of reporting to funding bodies and regulatory agencies as required by funding agreements or regulatory standards. Schedule and oversee recurrent maintenance works. Liaising with government agencies relating to outstanding repairs and maintenance issues identified by the Safe & Healthy Home Program. Community Engagement Serve as the primary liaison between residents, tenants and relevant agencies to ensure clear communication and timely resolution of housing and health related concerns. Design and lead community outreach initiatives, including coordinating public education sessions that promote healthy living practices and awareness. Build and sustain positive relationships with community members, Traditional Owners, government agencies, and other stakeholders. Workforce Development Coordinate delivery of training programs on home health safety. Partner with workforce organisations to expand community staff pool. Support staff, providing direction, mentoring, and performance management. Monitor grant expenditures and support ongoing compliance with funding agreements and organisational policies. Prepare, review and track cost estimates for internal repair and maintenance works, ensuring accurate financial reporting and alignment with approved budget. Assist in the development of budgets, financial reports, and data analysis to support decision-making and provide timely updates to the General Manager Housing and Homelands. REQUIRED QUALIFICATIONS AND SKILLS: You will have an understanding that the administrative element of the job is crucial, and youll also have: Understanding of housing and health challenges in Aboriginal communities. Knowledge and respect for the cultural and social needs of Aboriginal people. Experience of working with and alongside Aboriginal communities creating strong, trusted relationships. Strong experience in environmental health, housing programs, or workforce development. Strong project management, regulatory knowledge, and communication skills. Demonstrated staff management experience, including supervision, coaching, and team development. A commitment to Aboriginal self-determination, community leadership and empowerment. Current Ochre Card and National Police Clearance (or ability to obtain). Additionally, you will have: Experience living in, engaging and working with remote Aboriginal communities. Excellent communication and interpersonal (verbal and written). Project Management, organisation and time management skills, including the ability to manage varied and conflicting demands to agreed standards and timelines. Ability to work independently as well as a part of the team. Self-motivation with a capability to generate and execute ideas. Demonstrated commitment to the effective implementation of Workplace Health & Safety and ethical and diversity practices in the workplace. Good knowledge of Microsoft Office software including Excel, Word, and PowerPoint. Data Management and experience in record keeping procedures.
