This is a defining leadership opportunity for a strategic people executive to shape a bold transformation agenda. The Insurance Commission of Western Australia (ICWA) is a state-owned Government Trading Enterprise that provides motor injury insurance to 2.7m Western Australian motorists and manages the self-insurance arrangements of the Western Australian Government. Generating $1.4b in revenue over the six months to 31 December 2025 and holding nearly $9.7b in assets, ICWA is a major self-funded statutory authority at the heart of the WA community. The newly created Chief People Officer (CPO) role sits at the centre of this agenda. The Opportunity Reporting directly to the Chief Executive Officer, the CPO will lead ICWAs People and Culture function through a period of significant organisational change. As a member of the Executive Team, you will act as a trusted advisor on people strategy, culture and reform, driving workforce transformation through contemporary strategies spanning the full employee lifecycle. Key areas of accountability Providing strategic leadership for the People and Culture function, aligning workforce priorities with ICWAs transformation agenda Driving workforce planning and talent acquisition as ICWA scales its workforce to meet growing demand Leading capability development, performance management, and succession planning frameworks Championing diversity, equity and inclusion, and delivering a compelling Employee Value Proposition Leading industrial relations strategy within the public sector labour framework Optimising HR systems and digital tools, including the application of AI, for operational efficiency Overseeing work health, safety and wellbeing frameworks across the organisation The successful candidate This role requires an accomplished senior HR executive with a proven track record leading People and Culture at an executive level within transformation focused environments. To be successful you will bring: Qualifications and experience Deep expertise in workforce strategy development and implementation at scale Demonstrated success leading organisational transformation where culture, capability and engagement were critical success factors Strong commercial acumen and experience managing significant budgets with clear benefit realisation Sophisticated change leadership and stakeholder management capabilities, with the ability to influence at senior levels Capacity to navigate and add value within the governance and accountability frameworks of a government trading enterprise. Relevant tertiary qualifications in Human Resources, Business Administration, or a related field Why ICWA?
