Job Description

The Position Head, Governance and Risk leads the Gallerys governance, risk and assurance functions, and reports operationally to the Chief Operating Officer. The role provides strategic advice and coordination to support effective decision-making, organisational performance, accountability and compliance. The position manages the Governance and Risk Coordinator (APS6) and works closely with the Directors Office, Executive, Board and Committee Chairs, and business areas across the Gallery .The position is critical to the Gallerys relationship with Government and is a key communication point for the Government requests and reporting. The key duties of the position include:Specific Tasks 1. Lead the Gallerys development, implementation and continuous improvement of the Commonwealth Performance Framework, including the Corporate Plan, Annual Report, strategic planning and associated accountability processes. 2. Lead organisational performance reporting and assurance processes to support delivery against strategic priorities, corporate objectives and statutory obligations. 3. Manage the Gallerys enterprise risk, fraud control and business continuity frameworks, including oversight of the enterprise risk register, Comcover arrangements, and advice to business areas on risk identification, mitigation and treatment. 4. Manage the Gallerys internal audit program, including coordination of audit activity, monitoring of recommendations, and reporting to the Audit & Risk Committee. 5. Oversee Board and Committee governance and secretariat functions, ensuring the delivery of high-quality papers, agendas, records, reporting and governance support, and contributing to the effective development and consideration of Board strategy. 6. Maintain and improve the Gallerys policy framework and registers, ensuring policies are current, fit for purpose, and aligned to legislative, governance and organisational requirements. 7. Perform the role of the Fraud Control Officer and lead the implementation, review and continuous improvement of the Gallerys fraud prevention and control framework in line with Commonwealth requirements. 8. Build and maintain effective working relationships with key internal and external stakeholders, including the Board, Committees, Office for the Arts, other Government departments and NPG business areas, and manage requests for governance, risk and accountability information. 9. Provide strategic advice and support to the Chief Operating Officer, Executive and Board on governance, risk, compliance, business planning and emerging issues, 10. Support the development and implementation of organisational and Board strategy through analysis, reporting and governance advice. 11. Support the Chief Operating Officer to process Freedom of Information (FOI) requests and Public Interest Disclosures (PID) as they arise. 12. Lead, coach and develop the Governance and Risk Coordinator, fostering a culture of professionalism, accountability and continuous improvement. EligibilitySelection Criteria 1. Demonstrated understanding of governance, accountability and reporting frameworks in a Commonwealth Government environment, including planning, performance and compliance cycles. 2. Demonstrated knowledge and experience in developing, implementing and improving risk management, fraud control and business continuity frameworks consistent with best practice. 3. Demonstrated experience or understanding of corporate governance and high-level secretariat functions, including supporting Executive, Board and/or Committee processes with sound judgement and attention to detail. 4. Highly developed communication, stakeholder engagement and relationship management skills, including the ability to prepare clear and influential briefing, policy, reporting and governance documentation for a range of audiences. 5. Strong conceptual, analytical and leadership skills, including the ability to provide strategic advice, identify emerging issues, guide staff, and deliver results with integrity in a public sector or cultural context.
