The Role The Aerodromes Inspector (ASR1) role forms an essential part of CASAs regulatory oversight, conducting surveillance of more than 330 airports and aerodromes nationally, as well as providing essential regulatory services and guidance to the sector. This particular role works alongside our dedicated and focussed team of inspectors and other related staff, who work collaboratively to deliver on CASAs strategic operational priorities and work plans, including the National Oversight Plan (NOP). As a member of CASAs Aviation Technical Workforce (ATW), CASA Inspectors work under direction and guidance from a Manager and National Manager. This role is expected to work under limited direction, demonstrate sound regulatory judgement, exercise initiative as well as provide accurate technical knowledge and expertise for both aerodrome and airspace safety. The role will also require regular travel, and on occasion to work reasonable additional hours, which may include work on weekends or outside the span of hours. This is regarded as the exception and where additional hours are worked, they will be compensated in accordance with CASAs enterprise agreement. The CASA Inspector (Aerodromes)is responsible for the following deliverables, which represent an ongoing body of work: Exercise decision making, including as a delegate, on a range of routine Aerodromes Operations enquiries, approvals, and compliance in line with legislation, CASAs Corporate Plan, policies, practices and standards, and in accordance with CASAs Regulatory Philosophy and assigned delegations. Work collaboratively with colleagues, by providing detailed, timely and constructive input, sharing knowledge and managing personal performance in accordance with CASAs values, policies and practices. Actively participate in work programs that deliver the various elements of CASAs strategies and priorities including, but not limited to, issuing initial approvals; operational change approvals; compliance assurance and reporting; regulatory improvement; and the resolution of safety issues, including identifying opportunities for continuous improvement. Work professionally with regulated entities, government departments, the aviation sector and the public when providing regulatory services, drawing on expertise to provide advice and technical guidance. Perform regulatory services and/or surveillance tasks. Identify compliance issues and omissions that reflect non-compliance or offences under civil aviation legislation, regulations, standards and CASA policy, and present that information to relevant stakeholders through high quality reports with clear recommendations, identifying any risks and/or systemic issues. Assess and analyse industry information, engage with stakeholders, monitor other external influences, and investigate potential scenarios to develop compliance strategies and mitigate emerging or actual risks. Contribute to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace. Ideal Candidate Our ideal candidate must demonstrate the following: Demonstrates knowledge and skill in Aerodrome Design and Operations. Possesses a relevant technical, tertiary or professional qualification in an aviation or safety related discipline (for example electrical engineering, civil engineering, surveying) that is commensurate for a relevant role. Is able to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on matters where standards, policies and procedures may or may not cover the circumstances. Developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level. Demonstrated ability to actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits. A demonstrated ability to seek out diverse perspectives to identify opportunities and improvements. Mature understanding of the aviation industry, civil aviation legislation, and relevant national and international aviation standards. Extensive relevant experience within the aviation industry, an equivalent National Aviation Authority or safety related industries relevant to the functions of the role. Strong understanding of Australias Civil Aviation legislation and international standards and their application in a regulatory environment. Demonstrated ability to manage, research and resolve ambiguous, challenging and/or complex issues. Demonstrated ability to coordinate and assimilate technical knowledge and inputs from a professionally diverse team in developing solutions to problems a sound knowledge of project management. Demonstrates knowledge of quality assurance and risk management principles. Eligibility Requirements These are Mandatory requirements for the role: 8+ years of appropriate experience in the roles discipline. Must be an Australian citizen. Extensive experience holding operational responsibility involving the design and/or implementation of operational processes to meet aviation legislative requirements. Understanding of Australias Civil Aviation Act 1988 (the Act), and relevant CASRs and CARs, guidance materials and other legislation, or similar aviation regulatory regime. Hold, or be eligible to hold, an Australian Security Identification Card (ASIC). Hold an Australian Class C drivers licence.
