Primary objective The Grants Officer is responsible for managing contracts and grant funding according to Departmental policy, program guidelines, and relevant legislation to support the effective program delivery by stakeholders, community engagement, and achievement of DCF priorities. Grants Officers engage and work with communities and stakeholders to plan and support the implementation of DCF priorities, including the day-to-day contract management and reporting framework. Key duties and responsibilities 1. Establish and manage grants and procurement activities, as per the NT Government legislation, policies, frameworks and guidelines including: Support negotiation of service level agreements with local governments, for-profit, and non-government providers where applicable and contribute to the recommendation of services Relationship and contract management Acquittal processes Finance management compliance Initiate corrective action where required Evaluate and report on the performance and outcomes of grants and contracts. 2. Provide complex strategic advice to management regarding the planning, progress and delivery of projects to influence and enable informed decision making. 3. Build and maintain partnerships and alliances with a broad range of stakeholders, across Government and Non-Government sectors and with Aboriginal Controlled Organisations. 4. Work collaboratively as part of dispersed teams to ensure alignment with other activities and the delivery of evolving priorities. 5. Preparedness to travel to regional and remote locations across the NT by light plane/4WD. 6. Prepare complex documents including Ministerial briefings, executive memorandums, grant agreements, procurement documents, and reports. 7. Contribute to the development and implementation of programs and projects ensuring alignment with the Department''s core business priorities and objectives. Selection criteria Essential 1. Demonstrated well-developed experience in effectively managing multiple grants and contracts with external providers, including establishing and reporting against performance measures. 2. Demonstrated well-developed project management skills and program evaluation experience. 3. Well-developed, understanding and knowledge of the legislative, policy and administrative instruments that directly relate to procurement and contract administration in the Northern Territory Government (NTG). 4. Demonstrated well-developed use of grant management systems, software programs (e.g. Microsoft word, excel and record management) and procurement systems. 5. Demonstrated well-developed strategic, conceptual, analytical and planning skills including the ability to exercise sound judgement based on available information, assess priorities, and effectively manage tasks and resources to meet critical deadlines. 6. Demonstrated contemporary grant and project management experience, including ability in data interrogation, analysis and reconciliation techniques and the ability to identify and resolve potential and actual anomalies and errors. Knowledge of risk management techniques, quality assurance and continuous improvement methodologies. 7. Demonstrated well-developed oral and written communication skills to convey complex information including the ability to communicate with influence and develop working relationships with key stakeholders to guide the delivery of programs to meet community needs to provide improved engagement in service delivery. 8. Demonstrated experience responding to, or well-developed understanding of contemporary issues that influence and impact on service delivery in the Northern Territory and differences between urban and remote context, including Aboriginal and Torres Strait Islander culture. 9. Demonstrated ability to work within a politically sensitive environment including the ability to maintain confidentiality, have awareness, astuteness and interact effectively with people from diverse cultures. 10. Ability to work well in a team, provide support to other team members and assist with professional development Desirable 1. Demonstrated experience working with Aboriginal communities and stakeholders in service design and implementation. 2. A relevant tertiary qualification, or substantial experience, in Contract Management, Business, Public Administration or Project Management. 3. Northern Territory drivers licence or ability to obtain. 4. An ability to travel, both within the Territory (including remote communities) and interstate, as required.
