The National Capital Authority (NCA) is the Australian Government agency dedicated to ensuring that Canberra is planned, designed and managed in accordance with its significance as the National Capital. Our work encompasses urban planning, development approvals, events management, asset management, heritage management, capital works delivery, education and commercial, leasing and licencing activities. The Team The Infrastructure Services team is part of the Operations Branch and are responsible for the asset management, maintenance, and capital upgrade of infrastructure assets across the NCA estate. The value of the asset base managed by the team is over $1 billion and includes iconic assets such as the Carillon, Scrivener Dam, Captain Cook Memorial Jet, National Memorials along ANZAC Parade, the National Capital Exhibition Centre at Regatta Point and heritage listed assets/areas such as the Australian-American Memorial and Sir Thomas Blamey Square in Russell, Blundells Cottage, Old Parliament House Gardens, and the National Rose Gardens. The team also manage other more utilitarian assets classes such as bridges, jetties, roads, stormwater, paths, carparks, road and pedestrian lighting, traffic lights, and other buildings, minor structures, hydraulic, lake, electrical and security related infrastructure. The NCA estate is a prominent area with very high expectations on its presentation and performance. All the assets managed by the team are expected to be maintained to a standard befitting the nations capital. This requires a high standard of works, presentation and safety for NCA assets. The people we are looking for Reporting to either a Maintenance Manager or Project Manager the successful applicants will assist to develop and deliver the NCAs maintenance or capital works programs. The Maintenance Officers are responsible for ensuring the safety, functionality, and repair of assets on the estate. They will assist internal and external stakeholders with queries and maintenance tasks on the estate, audit works on the estate to monitor quality delivered under our Maintenance Service contracts and assist with other contract assurance requirements. They will also proactively inspect assets on the estate and coordinate works to minimise risk. The Project Officers will support the planning, delivery, and administration of infrastructure, construction, and refurbishment projects to ensure they are completed on time, within budget, and to a high standard. They will coordinate stakeholders, manage contracts, monitor budgets, and ensure compliance with safety and other requirements. Position Specific Duties Maintenance Officers An APS Level 5 Maintenance Officers will be required to undertake work that is moderately complex to complex in nature and operating under limited direction of the Maintenance Manager. An APS Level 6 Senior Maintenance Officers will be required to undertake work that is complex in nature, operating under limited direction of the Maintenance Manager with the opportunity for reasonable autonomy and accountability. Duties will be dependent on priorities, but may include: Coordinate and manage maintenance activities across the NCA Estate, including raising work orders on behalf of stakeholders, review and approval of quotes, and monitoring that requests are being closed out in accordance with agreed timeframes and quality requirements. Assist with contract administration functions such as reviewing compliance and performance to key performance indicators. Assist with financial administration, reporting and analysis activities across the maintenance team, including invoice processing, submission of accruals, monitoring of expenditure against budget, etc.Supporting the wider NCA including the to deliver events requiring the use of built assets and public spaces, through activities such as the provision of minor works, modifications, additional waste removal, repairs, and and attend regular meetings with tenants in NCA owned buildings and with facilities teams from other cultural institutions to make sure properties and other assets are maintained to a suitable standard, as per leasing, licensing and MoU agreements.Assist with reviews and the provision of technical advice in relation to developments or Works Approvals on NCA land, attend quality inspections, and participate in handover and Defect Management activities, including reviewing handover documents.Coordinate and participate in procurement activities where required to support delivery of the maintenance or capital works program.Contribute to activities required to develop, implement and maintain the Asset Management and Documentation Management Systems, including asset validation activities, development of Asset Management Plans, asset condition assessments, consolidating and managing building plans, etc. Provide administrative support and undertake any other tasks requested by the Manager, including attending meetings, risk management activities, sustainability management activities and reporting, and other general stakeholder management activities. Project Officers An APS Level 6 Project Officer will be required to undertake work that is complex in nature, operating under limited direction of the Project Manager with the opportunity for reasonable autonomy and accountability. Duties will be dependent on priorities, but may include: Assisting with the successful delivery of the Built Assets minor capital works program, including liaising with internal and external stakeholders to coordinate works across the estate and meet program targets.Provide regular project updates to relevant stakeholders as needed, including progress, costs, quality, safety and risk Commonwealth Procurement Rules, assist with activities required to engage contractors, including, but not limited to, producing tender documentation, evaluation reports, spending approvals and contract related documents to a standard requiring minimal revision.Manage financial administrative functions through NCAs Financial Management System (FMS) including but not limited to raising work orders, creating contracts, raising purchase orders and payment of invoices.Work with relevant stakeholders to ensure that NCA Asset Management System (AMS) is updated with requirements for commissioning and capitalisation of new assets and decommissioning and disposal of replaced assets. Develop and maintain effective and productive working relationships with internal and external stakeholders, including Government departments, cultural institutions, consultants, contractors and event organisers.Maintain knowledge of and compliance with legislative, financial and administrative frameworks, government decision-making processes and agency guidelines and regulations Assist with quality assurance audits and reporting for contracts as well as conducting regular onsite safety audit inspections. Provide timely expert advice and interpretation with review of reports and contractor quality assurance documents. Participate as a constructive member of the National Capital Authority and provide reasonable support within the Built Assets branch to build team capacity and ensure operational functions are delivered. Eligibility Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
