Acting as portfolio custodian, the role ensures opportunities are strategically identified, rigorously assessed, prioritised and progressed to maximise value for government while protecting transport operations.This is a key leadership role within the branch, requiring strong commercial judgement, portfolio discipline, and the ability to bring together governance, financial oversight, business planning and performance reporting across a complex and evolving property portfolio.Some of your accountabilities will be to: develop and manage the annual and forward Property Development and Divestment Business Plan, including pipeline definition, delivery sequencing and revenue forecasting lead portfolio forecasting, cashflow management, cost control and consolidated executive reporting monitor and report performance against Business Plan commitments and Asset Sales Targets, maintaining clear portfolio-level visibility of milestones, risks, dependencies and interdependencies lead financial modelling, feasibility analysis, valuation inputs and scenario testing to support robust investment and portfolio decisions oversee progression of projects through defined lifecycle stages, ensuring governance compliance, approval integrity and consistent portfolio performance management ensure compliance with whole-of-government obligations and Transport policies, embedding strong assurance, governance and probity practices oversee the Origination, Assessment and Prioritisation function for development and divestment opportunities, applying consistent criteria to assess strategic alignment, transport interface, planning feasibility, commercial viability and whole-of-government value support branch leadership by strengthening portfolio controls, reporting systems, planning disciplines and decision-support processes. You are comfortable operating across strategy, finance, assurance and performance, and can translate complex portfolio information into practical advice and clear recommendations for decision-makers.You are confident working across multiple teams and functions and are able to build strong cross-branch cooperation to support alignment of objectives, priorities and delivery outcomes across the end-to-end property development and divestment lifecycle.You bring sound judgement and commercial discipline, and can balance innovation and value creation with transport network protection, operational requirements and broader government objectives.The ideal candidate will demonstrate: experience in property portfolio management, development, divestment, investment assurance, commercial analysis or a related field strong capability in business planning, forecasting, cashflow management and executive reporting demonstrated experience in financial modelling, feasibility analysis and scenario testing experience applying governance frameworks, lifecycle controls and approval processes across complex portfolios strong stakeholder engagement and the ability to influence across business units and senior governance forums sound judgement, resilience and the ability to work effectively in a complex and high-accountability environment.
