About the High Speed Rail Authority The Australian Government is planning a future high speed rail network to connect Brisbane, Sydney, Canberra, Melbourne and regional communities across the east coast of Australia. The High Speed Rail Authority (the Authority), an independent corporate Commonwealth entity governed by an independent board, is leading the development and delivery of High Speed Rail. Line 1, connecting Newcastle to Sydney on a dedicated new railway using trains travelling up to 320km/h, is now in the Development Phase. High Speed Rail will contribute to a number of key Australian Government priorities, including increased economic productivity, new housing options, regional economic and tourism development and contributing to net zero. Primary purpose of the role The Senior Manager, Corporate Services would lead HSRAs corporate services function, including regulatory organisational planning and performance reporting; integrated management systems and corporate policies; property, facilities and other enabling corporate services. Develop a client-focused corporate services function that is dynamic and responsive to the Authoritys emerging needs. Embed best practice corporate policies and management systems and procedures that support the efficient and effective delivery of a nationally significant infrastructure project. Key Responsibilities This role will be responsible for: A) Regulatory organisational planning and performance reporting Lead the Authoritys corporate planning functions to ensure compliance with the requirements of the Public Governance, Performance and Accountability Act (PGPA Act). Lead the Authoritys regulatory performance reporting obligations, including regular reporting requirements to the Board and the Australian Government under the PGPA Act and the preparation of the Annual Report in collaboration with the Senior Finance Manager. Lead the other reporting obligations for Corporate Commonwealth Entities under the Australian Public Service requirements; Commonwealth Performance Framework and other regulatory requirements. B) Corporate Policies and Integrated Management Systems Maintain and continuously improve the Authoritys corporate policies to ensure compliance with Commonwealth regulatory requirements and responsive to the Authoritys emerging needs. Manage and continuously improve the Authoritys integrated management systems to ensure the compliance with regulatory requirements and embed best practice management systems that supports dynamic and client-focused outcomes. C) Property and other enabling services Lead the Authoritys corporate office strategy consistent with the Commonwealth Property Management Framework, including leasing and facilities management for office/corporate leases in Canberra, Sydney and Newcastle and the establishment of new corporate offices as required. Lead the Authoritys enabling services as required to ensure other functions are well supported to deliver on emerging needs. Collaborate closely with all other functions in the Authority, particularly finance, procurement, information and communication technology, legal and human resources to support a client-focused corporate services function. Knowledge, Experience and Skills Qualifications & Knowledge: Tertiary qualifications in business, public administration, finance, law, HR, ICT or governance-related certifications considered highly desirable. Strong, applied knowledge of the Public Governance, Performance and Accountability Act and Commonwealth regulatory frameworks considered highly desirable. Knowledge of Australian Public Service leadership expectations and the Integrated Leadership System and the ability to build capability aligned to these frameworks. Broad understanding of best-practice corporate policies and systemsincluding in highly regulated environmentsand their role in supporting effective, compliant and high performing organisational operations.
