About The Project The New ColomboPlan(NCP)playsakey role in supporting the AustralianGovernmentsobjectivesin buildingAsia capability. It aims to lift the Indo-Pacific capability and Asia literacyin Australia by supporting Australian undergraduates to undertake study,languagelearningand internships in theIndo-Pacific.Thegoal of NCP isNCP alumni contribute theirskills,knowledgeand networks to Australias enduring engagement inthe Indo-Pacific region.This is achievedthroughthreecomplementarygrants programs:theScholarship Program, Mobility Program andSemester Program. EOIO 1 - Operational Support: High quality and efficient administrative and standard business support services provided to DFAT. EOIO 2: Technical Support: High quality, coherent, consistent and fit for purpose technical support services that also promote gender equality, disability and social inclusion outcomes throughout DFATs international scholarship programs network. About the Role The Team Leader is the Contractors dedicatedsenior lead for the NCP PSU and the primary operational interface with NCS. Therole focuses on execution, coordination and performance, ensuring DFATsstrategic direction is clearly understood and consistently operationalisedacross all aspects of delivery. The Team Leader maintains regular andstrategic dialogue with DFAT and leads, manages and coordinates people, systemsand workflows to deliver agreed activities and to support achievement of AAGSMand NCP outcomes. This is a handsondelivery leadership role suited to an experienced program leader who canbalance seniorlevel engagement with detailed operationaloversight in a complex, highaccountability environment. Primary Responsibilities Lead and manage the NCP PSU in accordance withDFATs policy settings, ensuring delivery is adaptive and responsive toemerging issues, risks and priorities. Drive innovative and effective service deliveryacross the scholarships, semester and mobility grants programs, scholarupport, financial management, alumni engagement, communications andoutreach, risk and safeguard management, reporting and enabling functions. Lead the establishment and maintenanceof Annual Work Plans, performance assessment systems and resultsframeworks to ensure alignment with DFAT requirements, and supportassessment of progress towards outcomes. Lead NCP PSU representation in governancemechanisms and meetings as directed by NCS. Lead, motivateand develop a multidisciplinary team across all delivery components, setclear expectations and accountabilities, fostering a client focused, high-performanceculture of continuous improvement. Ensure fit forpurpose mechanisms are in place for risk management, safeguarding, fraudcontrol and compliance across all components of the NCP PSU. Oversee highquality contractual and operational reporting ensuring alldocumentation is designed with the end user in mind and aligns with DFATrequirements. Comply with andpromote DFAT policies across all aspects of implementation, includingGEDSI, safeguarding, fraud and anticorruption, PSEAH, child protection,and environmental and social safeguards. Significantsenior experience leading complex program support units or servicedelivery operations, ideally under government contract, including deliveryexperience with DFAT or other Australian Government agencies. Experience delivering international education,scholarships or grants programs highly desirable. Demonstrated ability to operationalise policy andstrategy into practical, scalable delivery models. Proven experience coordinating multidisciplinaryteams and workflows in highaccountabilityenvironments. Sound financial, risk and compliance managementexpertise, including safeguarding and duty of care. High level stakeholder engagement andcommunication skills, with the ability to work effectively with seniorgovernment clients. Relevant tertiary qualifications in management,public policy, international relations, education or a related discipline,or equivalent professional experience.
