The opportunity we have available The NVES is the Australian Governments new policy to reduce light vehicle carbon emissions essentially, Australias CO2 standard for cars. For context, in 2023, light vehicles represented 60% of all transport emissions, and 11.4% of Australias total carbon emissions. These emissions are increasing, and transport was projected to be Australias largest source of emissions by 2030 prior to the NVES. Under the NVES, vehicle suppliers will be encouraged to import low and zero emissions vehicles. The NVES is expected to achieve 321 million tonnes of abatement, $95 billion in fuel savings and $5 billion in health savings out to 2050. The NVES Regulator Regulatory Operations Section ensure industry complies with the requirements of the NVES, including reporting CO2 emissions for new vehicles supplied, and manages the NVES unit registry. What will you do? As anAssistant Director in the NVES Regulator branch you will work as part of the Regulatory Operations section. This is a high-performing, fast-paced team and each officer requires attention to detail, good judgement and a proactive, solutions orientated mindset to ensure that administration of the NVES is timely and effective. Account Manager roles are responsible for directly engaging with our regulated entities to administer the NVES Act and support industry to understand how to comply with the legislation. These positions are outward facing and are central to the regulators core principles of being an informative, trusted, credible and engaged regulator. These are technical regulatory roles but also require generalist skills to undertake the broad range of work that is required. The role will work to develop practical connections and ways of working with other areas of the Road Vehicle Regulator and areas in other divisions as necessary. Assistant Directors operate under broad direction whilst exercising a considerable degree of independence, requiring sound decision making and judgement. Supervision of regulatory officers (including mentoring and guidance on how to undertake work that is complex and/or sensitive) is also involved. The role also requires the successful candidate to: Act as primary technical and regulatory liaison between the regulator and assigned regulated entities (20+), provide specialist advice and complex problem solving, focusing on support to help entities meet regulatory obligations and participate in the NVES unit market Understand and interpret the emissions performance related data that our entities provide and contribute to data verification and quality assurance through expert analysis, monitoring and rectification Understand the underlying business arrangements and relationships between regulated entities and business representatives (including homologators/agents) for effective account management Assess applications against legislative criteria uploaded in our business systems by regulated entities and perform key regulatory assessments of calculated values and annual performance results Assist with NVES Registry management, market support (trading list requests) and transaction monitoring Interpret and apply legislation in complex and sensitive circumstances. Have a thorough understanding of NVES Act 2024 and associated legislation, including relevant Australian Design Rules, and understand how future amendments may impact NVES regulated entities and our operations Identify regulatory and compliance risks and collaborate with teams to find solutions or mitigations Give visibility to and escalate hot issues where required Provide input into business system requirements, participate in business system testing and identify areas for continuous improvement in these systems Provide input and subject matter expertise into NVES communication, data publication and education campaigns including planning and presenting training and other key engagements Provide input and increase understanding with policy teams to support drafting of legislative instruments (leg rules, ADRs, NVES Reviews etc.) that they are practical and fit-for-purpose, and provide advice on how future amendments may impact NVES regulated entities and our operations Coordination at touchpoints with a broad number of other teams involved in road vehicle regulation Ensure appropriate records are maintained in accordance with the Departments record keeping standards Exercise all delegations efficiently, effectively, ethically and in line with appropriate guidelines Who are we looking for?
