Job Summary:We are seeking a highly experienced and results-driven Senior Technical Consultant with a strong background in public sector healthcare IT projects, particularly within federal, provincial, and broader public sector organizations. The ideal candidate will bring in-depth expertise across complex IT environments, clinical system integration, and technical leadership to support large-scale, mission-critical application design, development, and modernization initiatives.Key Responsibilities:Public Sector & Healthcare IT Experience:Collaborate with federal, provincial, and broader public sector stakeholders, including healthcare providers.Apply working knowledge of provincial immunization systems and public sector healthcare IT projects.Integrate clinical systems such as Client and Provider Registries with enterprise IT infrastructure.Develop and contribute to Public Sector Enterprise Architecture artifacts, ensuring adherence to industry best practices.Apply knowledge of PMI standards, and adhere to methodologies such as Unified I&IT, Enterprise Architecture, and the Public Sector Gating process.Deliver detailed technical documentation aligned with government compliance and security frameworks.Technical Skills (10+ Years):Lead full lifecycle development including design, development, installation, testing, and performance optimization of multi-service systems.Proficient in iOS programming (Swift) and MobileFirst Platform.Experience with front-end and UI technologies: JavaFX, Spring, jQuery, HTML5, JSF, PrimeFaces, CSS, JavaScript, and accessibility-compliant design.Advanced programming with Java, Java EE, Hibernate, Java Threading/Scheduling, Angular, and RESTful web services.Develop applications on platforms such as Sun Solaris, Red Hat Linux, using WebSphere Liberty Profile and WebSphere Application Server.Strong database and ETL expertise using Oracle 19c, SQL, PL/SQL, JSON, XML, Informatica, and advanced query optimization.Integration experience using HL7-FHIR, middleware and gateways, and IBM DataPower.Skilled in API testing and management tools like Postman and SOAPUI.Experience with version control (SVN, GitLab), issue tracking (Jira), and monitoring stacks (Elastic/Logstash/Kibana).Working knowledge of Docker, Kubernetes, PaaS platforms, and API Gateway technologies.Exposure to advanced technologies like Cloud Foundry, Prolog, Haskell, and LISP considered an asset.Core Skills & Experience:Collaborate with business analysts to translate business needs into technical application designs.Lead the analysis and development of multi-tier web applications, mobile apps, microservices, and COTS integrations.Develop, test, and support large-scale applications across varied platforms and devices, including accessible UI components.Maintain and manage CI/CD pipelines, develop automation scripts, and perform proof of concept/performance tuning.Deliver comprehensive technical documentation, system models, and specifications.Provide impact analysis, effort estimation, and technical recommendations for upgrades or new requirements.Apply Agile methodologies, maintain development environments, and conduct quality assurance collaboration.Provide support for incident management, performance tuning, and long-term sustainment strategies for clinical systems.General Skills:Proven leadership and team management skills within cross-functional and multi-disciplinary environments.Strong analytical and problem-solving abilities with demonstrated critical thinking in high-pressure scenarios.Excellent verbal, written, and interpersonal communication skills, including presentations and stakeholder engagement.Committed to delivering high-quality customer service with a diplomatic and flexible approach.Strong organizational skills, ability to manage multiple priorities, and a track record of meeting strict deadlines.Demonstrated understanding of accessibility laws (e.g., W3C, WCAG) and usability compliance testing.Preferred Certifications (Assets):PMI or PMP CertificationCertified Java DeveloperCertified Oracle DeveloperPublic Sector Health IT CertificationsDevOps or Cloud Certifications (Docker, Kubernetes, Cloud Foundry, etc.)
