These projects must have involved leading at least four (4) people and have included:Strategic planning to include vision, goals, objectives and roadmap.Stakeholder management to include progress reports, expectation management, issue management, and scope/time/cost management.Program governance including compliance with organizational policies and progress reportsResource management including efficient allocation of personnel and technology to meet project objectives.Risk management including identifying, assessing and mitigating risks.Team leadership including task allocation, guidance, support, coaching and mentorship.Change management including managing and communicating program-related changes, addressing resistance, and encouraging adoption.Must have worked as a Product Owner using an Agile framework (as defined by agilealliance.org) for a minimum of four (4) years in the past 8, and hold a minimum of one of the following advanced certifications:Scrum Alliance: Advanced Certified Scrum Product Owner (A-CSPO) or Certified Scrum Professional Product Owner (CSP-PO)Scrum.org: Professional Scrum Product Owner II CertificationProject Management Professional (PMP) CertificateScopeThe Royal Canadian Air Force Digital Hub (RDH) within the Canadian Armed Forces requires on a temporary basis one (1) experienced, Senior Level Project Administrator with SECRET clearance to contribute to the RCAF Data Platform enabling the RCAF to conduct data warehousing and analytics to support RCAF objectives.BackgroundThe RDH is the RCAFs digital center of excellence. Part of their mission is to build, scale and grow data capabilities for the RCAF. The data platform enables data-driven decision making for RCAF stakeholders by providing them access to near real time data from numerous sources. The RDH requires a skilled resource capable of working directly with RCAF members and the RCAF Digital Hub team to act as a product owner for the data platform and corresponding projects. Level of ExpertiseSenior Project Administrator to monitor and track project progress, advise on platform vision, engage stakeholders, manage product backlog and handle other product owner responsibilities. The Resource must liaise with other departments internal to the DND to provide expertise on project management requirements, as required by the TA Scope of workThe Senior Project Administrator will be working on the RCAF Data Platform with both Data Engineers and Data Analysts and will be responsible for, but not limited to: helping define and communicate the product vision, managing the product backlog, collaborating with stakeholders and the development team, prioritizing features, participating in planning, and ensuring the product meets RCAF and CAF needs and objectives.TasksThe Senior Level resource will be performing the following tasks:Product Vision and Strategy:Refine and Communicate Product Vision:Collaborate with RDH members and stakeholders to understand and refine the overall vision and strategic direction of the RCAF Data Platform.Clearly articulate the product vision and roadmap to the development team and stakeholders.Develop and Maintain Product Roadmap:Create and maintain a prioritized product roadmap based on stakeholder needs, technical feasibility, and business value.Regularly review and adjust the roadmap based on feedback and changing priorities.Stakeholder Engagement and Management:Conduct Stakeholder Meetings:Proactively engage with stakeholders (RCAF personnel, analysts, leadership, etc.) to gather requirements, feedback, and prioritize features.Facilitate interviews to understand business needs and translate them into actionable user stories.Manage Stakeholder Expectations:Communicate regularly with stakeholders regarding project progress, risks, and dependencies.Ensure stakeholder alignment on priorities and manage expectations throughout the development lifecycle.Act as a Point of Contact:Serve as the point of contact for stakeholders regarding the RCAF Data Platform.Address stakeholder inquiries and provide timely updates.Product Backlog Management:Create and Prioritize User Stories:Translate stakeholder requirements into clear, concise, and testable user stories within Azure DevOps.Prioritize user stories based on business value, technical dependencies, and stakeholder feedback.Refine and Groom the Product Backlog:Conduct regular backlog refinement sessions with the development team to ensure user stories are well-defined and ready for development.Maintain a healthy and prioritized product backlog.Define Acceptance Criteria:Collaborate with stakeholders and the development team to define clear and measurable acceptance criteria for each user story.Development Team Collaboration and Direction:Provide Guidance and Direction to Data Engineers and Analysts:Provide clear direction and guidance to data engineers and data analysts on the development of the RCAF Data Platform and their products.Ensure the team understands the product vision and priorities.Remove Impediments and Facilitate Communication:Identify and remove impediments that are blocking the development team.Facilitate effective communication and collaboration within the team.Azure DevOps Management:Manage and Maintain Azure DevOps Boards:Utilize Azure DevOps Boards to manage the product backlog, user stories, tasks, and bugs.Ensure the Azure DevOps environment is properly configured and maintained.Utilize Azure DevOps for Reporting and Tracking:Generate reports and dashboards in Azure DevOps to track progress, identify bottlenecks, and measure key performance indicators (KPIs).Track and manage work items, bugs, and test plans within Azure Devops.Quality Assurance and Release Management:Participate in Testing and Validation:Participate in testing and validation activities to ensure the product meets acceptance criteria.Provide feedback to the development team on bugs and defects.Support Release Planning and Execution:Collaborate with the development team and stakeholders to plan and execute product releases.Ensure smooth and efficient releases.Any other tasks as requested by the TA.
