The GM acts as a community leader for mandated activities and services within the scope of the Divisions portfolio. The position provides corporate leadership to the entire County through strategic planning, project initiatives, budgeting and overall service delivery planning and evaluation. The incumbent builds external networks, alliances and partnerships to create vision and influence results that enhance the quality of life for citizens, communities and stakeholders in Lambton, ensuring compliance with relevant County of Lambton policy and procedures, legislation, and provincial directives. The position is responsible for overall management of program development, service delivery, planning and direction of the Ontario Works, , Housing Services, and Social Planning and Childrens Services departments.Job Duties and ResponsibilitiesBudget/Finance: Provide input and finalize draft budget for the entire corporation, and make recommendations prior to release to County Council Prepare divisional budget with input and assistance from departmental managers Present divisional budget for review and consideration to the GM team Present and defend divisional budget to County Council Monitor divisional budget on monthly basis and address any issues with departmental managersPlanning/Evaluation: Review overall program/service levels to evaluate effectiveness and efficiency of current levels of service within the Division specifically and the entire corporation generally Make recommendations to Council on the level/type of services based on strategic corporate priorities, emerging trends, provincial mandates, local needs, statutory requirements, etc.Human Resources Management: Has ultimate authority for all employees within the Division GMs approve all new employee related County policies and procedures Ensure HR policies and collective agreements are consistently applied across the Division Coordinate and integrate Social Services Division with other County Divisions Ensure departmental activities and direction are in accordance with County policies and strategic direction Develop and review job descriptions for new positions and participate in all interviews for positions as required by the two up rule Approve all job postings within the Division to ensure the decision to replace staff has been reviewed by the manager, and the opportunity to review and/or revise the departments organizational structure has been considered Act as a managerial review in the grievance procedure and as a member of the Labour Management team when requiredCommunication: Ensure timely communication with members of the Social Services Division and with all other division GMs regarding county-wide service delivery or initiatives Prepare monthly Committee and Council reports with input of department managers Attend monthly Committee and County Council meetings as a resource to provide information related to the Divisions activities Speak/meet with the media, residents, special interest groups, Ministry representatives, local municipal representatives and members of the public to address specific concerns, respond to questions, and to provide information regarding County servicesPolicy/Procedure: GMs approve all County-wide policies/procedures Ensure the integration of initiatives with those of other County Divisions/departments Review and approve policies and procedures as they relate to the scope of the services delivered by the DivisionCommunity Leadership: Engagement of community stakeholders as they may relate to delivery of services and programmes offered by the Division and the County of Lambton as a whole, i.e. Ministry government officials, taxpayers, local government authorities, other groups and organizations with a broad county mandateGeneral: Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands AnalysisThese describe the general nature and level of work being performed by incumbents in this classification.
