Internal Title: Senior Cost Analyst Responsible for developing, analyzing, and communicating cost data to ensure effective cost management across the organization. Collaborate closely with project teams, project managers, and stakeholders to understand project goals and translate them into detailed cost estimates, budgets, and forecasts. Provide guidance and mentorship to junior cost analysts and assist project managers in tracking project costs, variances, and trends. Manage allocation of project resources, including personnel, materials, and equipment, ensuring accurate cost capture and reporting. Prepare and present cost reports and updates, offering insights and recommendations for cost optimization. Develop cost management processes, methodologies, and best practices to enhance cost performance and efficiency. Manage creation of cashflows and estimated final costs for large capital projects. Oversee contract phases, including development of terms, negotiations, and warranty administration. Finalize and approve progress reports and contract statuses. Ensure schedules for acquisition projects are prepared, monitored, and maintained. Support project control aspects of capital budget preparation. Oversee cost analysis, controls, and reconciliation for assigned projects. Maintain project control databases, spreadsheets, and systems to support cost functions. Review reports and documentation for project approvals and contract awards. Prepare monthly accruals related to project contracts. Establish and analyze Earned Value metrics as required. Mentor junior staff in cost analysis and monitoring tasks. Lead procedural updates and corporate initiatives related to costing. Working Conditions Role requires 2-3 days in the office at Municipality of Clarington, Ontario. Experience Minimum of 8 years of related experience. Education Diploma or Bachelors degree in Business Administration, Accounting, Economics, or related discipline. Licenses or Certifications Registered for and seeking AACE CCP, CEP, PSP, PRMP, EVP, or PMI equivalent. Completed equivalent training or proficiency testing in lieu of the above. Holding a valid nuclear security clearance is preferred or at least eligible. Skills and Competencies Strong EcoSys & Excel skills; P6 and Power BI skills are assets. Good attention to detail, analytical, and communication skills, especially with project performance data. Thorough knowledge of Contract Administration principles and project management practices. Understanding of Business Administration concepts, scheduling, budgeting, and cost control. Experience with MRP systems like MAXIMO and EcoSys, WorkDay; considered an asset. Experience with relational database design and spreadsheets for operational and financial data analysis. Ability to tailor technical information for different audiences through presentations and reports. Ability to foster stakeholder relationships and manage conflicts tactfully. Prioritization skills and risk escalation to meet deadlines. Attention to detail and problem-solving skills. Effective communication skills, both written and verbal.
