Position SummaryThe Manager is accountable for the allocation of overall project works for a series of capital and infrastructure related projects, their planning, coordination, project scope, schedule and budget and allocation of staff resources. Reporting to the Vice President, Redevelopment and Capital Projects, the Director is accountable to plan, manage, organize, monitor and orchestrate the delivery of capital projects, as assigned by the VP, CEO and Organization, from inception through to project close-out, many of which may occur concurrently. The Manager is also directly responsible, working in partnership with the Director of Corporate Infrastructure, for the allocation of the Health Infrastructure Renewal Project spending across the facility and the Infrastructure Renewal Plan. Primary ResponsibilitiesThe Manager will oversee a portfolio with approximately 85+ million in projects which is expected to grow over the next 10+ years prior to the completion and occupancy of new hospital facilities.Manage, organize, monitor and orchestrate the programming, planning and approval of small and large-scale capital projects and undertake the implementation of these capital projects from inception through to project close-out, some of which may occur concurrently.Allocate the resources of contracted Consultants and Project Management consultants to direct and undertake the project management of the projects currently within the portfolio of work.Work collaboratively with a wide variety of project stakeholders to ensure project timelines and deliverables are met and are in alignment with the Health Systems mission, vision and values and strategic directionsDeliver projects in close collaboration and coordinate with Infection Control and Safety departmentsMeet with users to evaluate their needs, investigate options and make recommendations regarding physical solutions and approaches to resolve their needs or challengesTranslate user requirements into a high-level functional program and development plan, with or without the use of specialty consultants depending upon size of projectWith BCHS Procurement department develop technical RFPs (e.g. purchase of goods such as furniture, equipment, and services of architects and engineers on different projects), evaluate RFPs and ensure compliance with the Health Systems Policies and ProceduresVerify completion of the remedial activities and report the results to the VPUtilize expert level negotiation skills and conflict resolution strategies to work with external and internal stakeholders, obtaining buy-in and support to ensure the success of projects and achievement of win-win strategies for all partiesDevelop project schedules (Microsoft Project), implement and continuously monitor schedule activities and manage schedule risk mitigationManage overall project schedule, coordination with BCHS operations and monitor and maintain overall project budget and financial reviews and approval requirements.Work with the Ministry of Health to advance projects through approval stages and ensure compliance with Ministry submission requirements.Manages the consulting team and verify work performed by the architects, engineers, and other specialty consultantsEnsures that all contractors have appropriate documentation and approval to undertake the work, identifying and addressing non-conformances when necessary, evaluating the cause of project related non-conformances and, coordinating remedial actionResponsible for ensuring daily operations & objectives of the unit are appropriately staffed, scheduled and tasks/processes are coordinated providing direction on how work is completedUndertakes the recruitment, orientation and integration of new capital projects unit staffFosters a healthy working environment by creating a positive atmosphere of collaboration and teamwork in alignment with our mission, vision and valuesBuilds and maintains a focused and cohesive team, based on the principles of trust, transparency and fairness, for the team to effectively work within the unit and department within the hospital and with external community partners and agenciesSupports team members to integrate evidence-based care practices and leading-edge innovation and technologyBuilds positive and effective working relationships with staff, physicians, union partners, peers, etc.Leads change initiatives and / or undertakes new project management initiatives which support department specific and/or corporate initiatives/performance metrics Recognizes achievements and contributions of staff and othersCoordinates and leads in-house learning opportunities and new knowledge disseminationEnsures staff has the tools and equipment to complete their work.Develops project budgets for User/ Departmental / / Finance department approval. Monitor approved budget spend, commitments, forecast and cost-to-date. Process vendor invoices for payment, project related change orders, contingencies, allowances expenditures.Maintains the capital projects unit overall budget and allocation of resource expenditure. Plans, develops and monitors capital budgets for the above areasIdentifies opportunities to improve cost effectiveness.Collaborates with Finance department to support and maintain actual spending within funding allocations as it relates to budgets both capital and operating associated with project related areas (i.e. FF&E).Initiates and/or is a collaborator in developing requests for proposal, requests for information regarding capital items.Prepares monthly reports of expenditures, forecasted expenditures, cash-flow and identifies financial variances and mitigation strategies.Mandatory QualificationsCompletion of a recognized engineering or architecture program. Professional designation, such Professional Engineer, Architect, or Project management professional would be an asset.Previous experience working in Health Care Capital projectsWorking as a part of a Health Care Capital planning projectFamiliarity with Lean or Agile Project methodologies Mandatory CompetenciesEnsure completion of regular workplace safety audits, ensure compliance to IPAC related construction protocols and implement corrective action as identifiedMonitor project activity, ensuring standards of care, best practice and legislative requirements are met by on-site Contractors and ConsultantsSafety (patient, worker & workplace) is a BCHS Corporate Priority.
