REPORTS TO: Site Inspection LeadROLE OVERVIEW: This position receives guidance from the Chief Inspector and is primarily responsible for acting as the owner inspector under ASME B31 & API 570 Piping codes and for QA oversight of repairs. PRIMARY FUNCTIONS:Be accountable for the plant piping inspection programAct as the owners inspector under the ASME B31 codes for all piping inspection, fabrication & repairs for work executed and installed at site. Be accountable for the execution of the ABSA approved non-hydrotested closure weld procedure at site.Act as the owners inspector for Section I, IV, and VIII repairs. Provide QA oversight of the repairs ensuring that the IOR repair procedure is implemented by the repair contractor (H/W/R points on the ITP are properly addressed). Specific accountabilities for Owners inspector for piping built and repaired to ASME B31 codes Piping Inspection ProgramProvide oversight and be accountable for all piping inspection programs executed under IOR's PEIMPAssist in developing TML locationsEvaluate and select the correct NDE methods for the damage mechanisms expectedCoordinate and execute visual inspection campaign leveraging technology for quality and efficiencyApprove inspection reports in meridiumProvide findings and recommendationsOptimize the piping programIntervals based upon corrosion rates vs time based inspectionsProgressive Inspections for Piping Develop progressive inspection monitoring program for as found areas of concernReview all piping QA work packages prior to the start of piping fabrication:Update AB-83 tracking log for the new piping packageReview scope of work for each package to determine the level of owners engagement in QA oversightReview ITP and establish H / W / R pointsBased upon the service, determine if the hydrotest will be witnessed or a review of the hydrotest package is adequateIf there are any issues with the QA package that was issued to the owners inspector for sign off / acceptance, the owners inspector will log the deficiencies and return the package to the contractorQA oversight:Complete required inspections as determined by the inspection points established on the ITPComplete random inspections during the course of the fabrication processReview completed QA package after fabrication and testing has been completed:Verify the package is accurate and correctSign off on the AB-83 as the owners inspectorIf there are any issues with the QA package that has been turned over for sign off / acceptance, the owners inspector will log the deficiencies and return the package to the contractorUpdate AB-83 tracking log on the status of the piping package Deficiency log and NCRs:Summarize the issues resulting in rejection of each of the QA packages and log the findings in the deficiency logQA meetings with contractor:Owners inspector will chair a meeting with the contractors QC personnel to:Summarize the findings of the QA package reviews and resulting NCRsStatus update for:AB-83 tracking logClosure weld tracking logDiscuss new business look ahead for what work is coming upNCRs Specific accountabilities for the Owners Inspector for the completion of non-hydrotested closure welds completed under IORs PEIMP: Review of closure weld waiver request forms and QA work package prior to the start of work:Verify that the closure weld waiver request form is properly filled out and that all associated documentation is submitted with the waiver request P&IDs, ISOs detailing location of closure weldVerify through walk downs of the locations that the closure weld is valid no isolation pointsVerify that facility engineers have signed off on the waiver request form flexibility / stress analysesReview the ITP / Travel Sheet and assign H/W/R points for the in-process examinerEnsure an in-process examiner is assigned to the closure weld to ensure compliance with the travel sheet Owners inspector to approve the waiver request and log the closure weldQA oversight:Owners inspector to verify that the in-process examiner is providing the QA oversight for the duration of the closure weld and signing off on the established H/W/R pointsVerify that the in-service leak test is completed and witnessed by both the in-process examiner and the contractors QC personnelCompleted QA package is submitted to the owners inspector for review and acceptance Specific accountabilities for the Owners Inspector in providing oversight of the in-service piping inspection program under IORs PEIMP:Single point contact for the implementation and sustainment of the in-service piping inspection program Establish a process where the inspectors provide a daily summary of their inspection findings and issuesComplete walk downs of the piping systems to validate the findings and make recommendations for increased UT inspection if requiredProvide IOR planners with a list of items that require maintenance notificationsBi-weekly Interface with the BTC on all findings and recommendations Other Activities for the Owners Inspector:Complete QA attests on the contractor quality program which will also include:Heat treatmentNDEAssist IOR integrity inspector in the data gathering for reporting unsafe conditions and accidents to regulatory bodies Required experience and Certification:API 570 or API 510 is requiredMinimum 10 years experience in design, fabrication or examination of industrial pressure pipingMinimum 5 years experience with pressure vessel repairsKnowledgeable in ASME B31 codesCandidates with ABSA Piping ISI Certification are preferred, but not required.
