Job Description The Operations Manager plays a vital role in ensuring the smooth operation of the terminal, overseeing various processes and activities to meet customer and operational requirements. The position is responsible for managing the terminal''s operations, including receiving and loading asphalt cement deliveries, operating hot oil heaters and distribution systems, and manufacturing polymer modified asphalt cement and emulsion products. The Operations Manager must develop and execute inbound material receiving plans, allocate tank space for different materials, and store packaged materials effectively. They are also responsible for creating a Quality program at the Terminal to ensure products meet specifications, customer requirements, and ISO standards. In addition, the Operations Manager leads the development of an engaged, motivated, and well-disciplined workforce, effectively managing a team of both unionized and non-unionized employees. This includes overseeing terminal staffing, seasonal hiring, and layoffs in accordance with operational and budgetary requirements. Effective inventory management is also a key responsibility, including weighing and ticketing inbound and outbound materials. The Operations Manager must comply with Ministry of Environment ECA approval requirements, maintain required records, and prepare and operate according to Spill Emergency, Oil Pollution Emergency, Oil Pollution Prevention, and Dock Security Plans. The position requires continuous monitoring, assessment, and implementation of proactive actions to ensure business continuity at the Terminal. Prudent management of operational spending and costs is essential, identifying and implementing efficiencies to drive improvements in key performance indicators and cost reductions. The Operations Manager must also complete month-end reports, including inventory, production, raw material use, throughput, energy consumption, key performance indicators, and operational reports. They provide input and information required for preparation of operating and capex budgets.
