Through leadership and partnership, the SHRA is committed to building a robust, sustainable healthcare system that serves the needs of the province.The recruitment, retention, transition and placement of well-trained health professionals who want to work and live in the province is an essential part of achieving that goal.Purpose of Position:Reporting to the Chief Executive Officer (CEO), the Executive Director of Recruitment and Retention provides strategic and administrative leadership across the organization. The EDRR is a collaborative leader who demonstrates a commitment to a positive workplace, supports staff learning and development, is effective in developing and sustaining effective partnerships with health system stakeholders and partners, provides advice and briefings to senior executives and elected officials regarding complex issues, promotes diversity and inclusion, and promotes continuous improvement.The EDRR provides executive leadership and oversight for the recruitment and retention of health practitioners as per the mandate of the SHRA. The EDRR will work closely with government and health system partners to meet the goals of Saskatchewans Health Human Resource Strategy.The Executive Director of Recruitment and Retention serves as a resource to the CEO and the Board of Directors, and may act as a designate for the CEO in their absence.As a senior health recruitment specialist, the EDRR will lead two direct reports, specifically the Manager of Recruitment (Physicians) and the Manager of Recruitment (Health) and their teams in the development and delivery of robust recruitment and retention strategies.1.Strategic, Operational Planning and ReportingContributes to organizational strategic planning, annual business planning, and the establishment and tracking of long and short-term corporate performance and improvement targets, to meet the SHRAs accountabilities to the Ministry of Health and system partners.Ensures regular and accurate corporate performance reporting to key stakeholders and to proactively monitor risk management.Contributes to the development of policies to maintain strong governance across the organization.2.Stakeholder RelationsEstablishes strong working relationships with government and health system partners, training institutions, licensing, and regulatory bodies and is a conduit to connecting leaders.Responsible to liaise and consult with other organizations to foster cooperation and regular exchange of information, data, and ideas and to influence, build, identify, and advance shared priorities and aims.Ensures the collection and analysis of partner and stakeholder feedback to improve current strategies and services and to develop new ideas through continuous improvement.Works collaboratively to influence the policies and practices of stakeholders to support the recruitment, settlement and retention of health human resources to stabilize the workforce.Develop stakeholder engagement strategies and initiatives to optimize confidence in the SHRAs capacity to deliver its vision, mission, and strategic objectives.3.AnalysisIdentify, promote, and implement recruitment, settlement, and retention best practices, strategies and tactics based on data and research.Identify barriers, opportunities, and improvement ideas for recruiting, settling, and retaining local, national, and international physicians and health professionals for Saskatchewan.Review and assess the drivers of recruitment, turnover, and retention in Saskatchewan to stabilize the workforce.Use influence to facilitate the adoption of best practices with partners and stakeholders.4.Human ResourcesEnsure compliance with relevant legislation, including but not limited to the Saskatchewan Employment Act, Occupational Health and Safety Regulations, and Saskatchewan Human Rights CodeContribute to the development of policies, procedures, and work standards to provide guidance for managers on best practices, expectations and to ensure compliance with employment standards, contracts, legislative obligations, etc.Contribute to the development and maintenance of job descriptions and coordinatingclassification.Ensure attendance management, performance management, onboarding plans and accommodation and disability management plans are administered.Contribute to the development of a framework for annual performance reviews of all staff and ensuring annual performance reviews of recruitment staff are conducted.Identify and promote learning development opportunities for recruitment staff.Ideal Candidate:Business or Masters degree in Human Resource Management, or a related field.10+ years in a leadership position in a complex, multi-stakeholder environment, with proven health human resource recruitment success and senior management experience.Experience, at an operational level, as a leader who has developed and led innovative change initiatives and programs in a complex, multi-stakeholder environment.Related work experience and familiarity with the leaders, structures, goals, policies and procedures of the Saskatchewan health care system and/or the Government of Saskatchewan is an asset.A solid track record of building and maintaining credible relationships across a diverse group of internal and external partners and stakeholders to achieve consensus and positive outcomes.Strong written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.Sound judgment and diplomacy skills to handle sensitive files and functions in a political environment.Knowledge of continuous improvement processes would be considered an asset.Excellent understanding and practical application of information technology systems such as Microsoft Office 365 and its applications.Be results-orientated and accountable, with the ability to exercise sound judgment in a continuously changing environment.Deadline:June 6, 2025 at 5 p.m. #J-18808-Ljbffr
